The Senior Business Analyst / HRIS & Payroll Migration Specialist will lead requirements development, compliance validation, and post-migration documentation for a large-scale HRIS and Payroll transformation initiative. This role is critical to ensuring federal compliance, data integrity, and operational continuity throughout system migration and stabilization.
This position is ideal for a senior-level BA with hands-on experience supporting complex HRIS and payroll migrations , particularly within government, public sector, or highly regulated enterprise environments .
Key Responsibilities
- Requirements Management & Compliance
Elicit, analyze, document, and manage federally compliant business, functional, and technical requirements for HRIS and Payroll systems
Ensure alignment with federal regulations, labor laws, payroll tax rules, data privacy standards, and audit requirementsMaintain end-to-end requirements traceability across design, development, testing, and deploymentPartner with HR, Payroll, Legal, Compliance, and IT stakeholders to validate regulatory interpretations and system impactsHRIS & Payroll Migration SupportSupport end-to-end HRIS and Payroll migration efforts, including legacy system analysis, data mapping, and future-state design
Document current-state (as-is) and future-state (to-be) HR, payroll, benefits, and timekeeping processesCollaborate with technical teams to ensure accurate data conversion, validation, and reconciliationIdentify and mitigate risks related to payroll accuracy, employee data integrity, and compliance during transition periodsPost-Migration Documentation & Knowledge TransferDevelop and maintain comprehensive post-migration documentation, including :
System configuration documentationProcess flows and standard operating proceduresData dictionaries and interface specificationsCompliance and audit artifactsEnsure documentation meets federal audit and reporting standardsLead knowledge transfer sessions for HR, Payroll, Operations, and Support teamsTesting, Validation & Audit ReadinessSupport User Acceptance Testing (UAT), parallel payroll testing, and post-implementation validation
Validate migrated data against compliance rules and payroll calculationsPrepare documentation and evidence for internal, external, and federal auditsTrack and resolve post-migration defects, discrepancies, and compliance gapsStakeholder CommunicationAct as a liaison between HR, Payroll, IT, vendors, compliance teams, and project leadership
Provide clear status updates, documentation deliverables, and risk assessmentsSupport change management and communication efforts related to system transitionsRequired Qualifications
Bachelors degree in Business Administration, Information Systems, Human Resources, or related fieldProven experience supporting HRIS and Payroll migration projects , including data conversion and system transitionsStrong background in federally compliant requirements and system documentationSolid understanding of HR, payroll processing, benefits administration, and timekeeping systemsHands-on experience with BRDs, FRDs, traceability matrices, and structured requirements methodologiesExcellent analytical, documentation, and stakeholder communication skillsPreferred Qualifications
