The Residential Appraiser II is responsible for accurately measuring, listing, and valuing residential properties in the county.

• Makes independent field appraisals of typical types of residential properties using the most appropriate of the three approaches to value.
• Researches, analyzes, and inspects residential properties.
• Gathers and correctly applies all information necessary for ascertaining a defensible mass appraisal value on typical residential properties.
• Communicates with property owners concerning property value.
• Sales ratio and neighborhood analysis.
• Defends residential property values at the Board of Assessor and Board of Equalization levels.

The Residential Appraiser II must be at least 21 years of age, possess a high school diploma or GED; and have two (2) years appraisal experience; or any equivalent combination of education and experience which provides the required knowledge, skills, and abilities to successfully perform the duties and responsibilities of the position. Necessary special requirements include:

• Must have taken Courses I and IA and any one of Course III, Course IVA, Course IVB, or Course V with a grade of 80 or better on the Appraiser I exam, and received a score of 70 or better on the Appraiser II exam.
• Possession of a valid Georgia Motor Vehicle Operator's License.

The Residential Appraiser II is required to travel extensively within Macon-Bibb County.

The Residential Appraiser II must be knowledgeable of the following principles, procedures, and concepts:

• Knowledge of mass appraisal techniques.
• Ability to direct office procedures and techniques related to the appraisal/assessment process.
• Ability to deal effectively with the general public and with other governmental agencies.
• Knowledge and the ability to interpret applicable federal and state laws and regulations.
• Knowledge of local government organization and administration.
• Ability to resolve problems in a timely, efficient, and effective manner.
• Knowledge of and proficiency with the use of computers, including software programs (Word, Excel, Access).
• Knowledge of methods and techniques of research, statistical analysis, and report preparation.
• Ability to plan, coordinate, and organize work; set priorities and meet critical deadlines.
• Ability to communicate effectively both orally and in writing.
• Ability to meet necessary requirements of Appraiser II as mandated by the Georgia Department of Revenue within twelve (12) months of employment.

Language skills: Ability to read and understand written materials. Ability to effectively communicate information to supervisors, employees, and the general public. Mathematical skills: Ability to work with basic mathematical concepts, such as addition, subtraction, multiplication, and division. Communication skills: Must be able to effectively communicate orally and in writing in a professional manner in order to give or exchange information, resolve problems, and/or provide service. In addition, this position requires extensive contact with supervisors, other employees, and the general public. Reasoning ability: Ability to interpret and understand a variety of forms, reports, manuals, regulations, and other means of instruction and guidance. Physical demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position requires light demands with intermittent sitting, standing, walking, computer use, and occasional lifting of lightweight objects. Work environment: The work environment is both an outdoor and an indoor office work area.
