Job Title : Expert Program Manager

Location : Oakland, California, United States

Type : Full-Time

Our client, a leading organization in innovation and research, is hiring an experienced R&D Program Operations professional to enhance research workflows, support project execution, and help scale successful initiatives across the enterprise.

What You'll Do

  • Improve and streamline R&D planning, execution, and governance processes
  • Develop clear, practical documentation, playbooks, and operating guidelines for project teams
  • Provide centralized support and governance guidance to research and innovation teams
  • Partner with internal and external stakeholders to ensure alignment throughout the project lifecycle
  • Lead reviews and approvals for changes to project scope, schedule, and budget
  • Support project closeout activities and transition initiatives from pilot to scale
  • Collaborate with Finance, Operations, and other teams to align funding and long-term investment planning
  • Contribute to enterprise innovation strategy initiatives and support cross-industry collaboration events

What You Bring

  • Bachelor's degree or equivalent experience
  • 8+ years of relevant experience in program management, R&D operations, or innovation environments
  • Strong understanding of project governance, compliance, and portfolio management practices
  • Excellent written and verbal communication skills
  • Highly organized, proactive, and detail-oriented

    • Nice to Have

  • Master's degree
  • Experience in utilities, energy, or infrastructure sectors
  • Familiarity with project portfolio management (PPM) tools
  • Experience supporting cross-functional and external partnerships
