Law Enforcement Position

The purpose of this position is to perform a wide variety of law enforcement activities. Employees in this classification perform skilled level work. This position is responsible for tasks that are service oriented, and include collecting and dispensing information, arbitrating disputes, apprehending people with warrants, transporting prisoners, parking enforcement, and court security. Duties include an element of personal danger, i.e. exposure to life-threatening circumstances. Incumbents perform duties in accordance with State Statutes and established department policies, procedures, and guidelines. The incumbent must be able to act without close supervision and must be able to exercise independent judgement. Performs related work as required.

Complies with all city policies and procedures, including those defined in the City of McKinney Employee Handbook. Adheres to assigned work schedule as outlined in city and department attendance policies and procedures. Drives to and from locations as assigned. Provides assistance and service to the public, i.e. changing tires. Exercises independent judgement when determining when there is reasonable suspicion to detain, probable cause exists to search and arrest, and when force may be used and to what degree. Performs law enforcement functions as needed: prevents/discovers commission of crime; checks suspicious buildings, vehicles, persons, or situations; maintains high visibility in the community; issues citations; pursues suspects, apprehends/restrains suspects/criminals, and advises suspects of their rights; responds to fleet accidents, enforces vehicle operating laws, parking laws, checks vehicle insurance, vehicle registrations, vehicle license tags, or vehicle identification numbers; serves arrest warrants, subpoenas, summons or other documentation as needed; provides traffic control, crowd control, police protection, or security escorts as appropriate; transports arrestees, victims, witnesses, members of the public, or other individuals as required. Enforces State and local traffic laws to ensure safety. Identifies and issues municipal citations to violators of misdemeanor offenses. Demonstrates effective communication skills in court. Performs considerable reporting and record maintenance duties, i.e. arrest reports, warrant research and dispositions. Attends in-service training as directed to maintain current knowledge of changes in laws, new methods of enforcement, and other trends and developments in law enforcement. Reads, writes, and comprehends legal and non-legal documents in English, prepares and processes required reports, citations, affidavits, warrants and supplemental documents. Communicates effectively with supervisors, peers, civilian employees, groups, and citizens. Pursues fleeing suspects and performs rescue operations which may involve quickly entering and exiting law enforcement vehicles. Performs searches of people, vehicles, buildings, and large outdoor areas which may involve feeling and detecting objects, walking, or standing for long periods of time. Endures verbal and mental abuse when confronted with hostile views and opinions of suspects and other people encountered while on duty. Develops and maintains relationships with other City department personnel. Performs rescue functions at emergencies and disasters to include directing traffic for long periods of time, in all types of weather conditions, and administering emergency medical aid. May assist Fire Department personnel at the scene as directed. Prepares and issues warrant notifications by mail, in person and by phone. Clear warrants from court and regional computer system. Serves warrants and arrests citizens who fail to comply. Serves as bailiff in court room; coordinates and secures safety and security in court room. Transports prisoners from other jurisdictions. Conducts weekend prisoner transports on a rotating schedule. Submits files to Judges and prosecutors for review. Contact other agencies regarding arrested subjects. Research information for city prosecutor. Responsible for compliance checks of vehicle registrations and misc. vehicle equipment. Serves as liaison between the court and outside law enforcement agencies. Verifies prisoner status for possible release; authorizes release of prisoners. Responsible for verifying and processing time served requests from jail. Serves court summons/subpoenas. Files charges against defendants as requested by Judge or prosecutor. Responsible for complying with TLETS reporting requirements and maintaining the integrity of the system. Maintains records for TCOLE requirements. Uses physical strength and proper techniques and judgment to restrain individuals, obtain and seize weapons, and, search individuals, vehicles, and buildings. Requires the ability to qualify using an agency issued firearm. Loads, unloads, aims, and fires approved weapons from a variety of body positions, under conditions of stress that justify the use of deadly force and at levels of proficiency prescribed in statutory and departmental regulations. Picks up documents and tickets daily from Police Department. Transports deposits from court to Finance. Prepares courtroom for court sessions. Patrol the Downtown area for parking and safety related violations. Issues parking citations to vehicles violating parking ordinance and state laws. Educate the public regarding parking regulations and violations. Collects data and images pertaining to parking violations for future use as evidence in court hearing/proceedings. Testifies in Municipal Court to provide information regarding cases related to parking violations.

Requires the ability to provide guidance, assistance, and/or interpretation to others on how to apply procedures and standards to specific situations. Requires public speaking ability in order to inform court attendees of municipal court protocol. Requires the ability to operate and control the actions of equipment, machinery, tools and/or materials requiring complex and rapid adjustments. Requires the ability to utilize a variety of advisory data and information, such as the Penal Code, traffic and criminal law guidelines, computer documentation, and the city code and ordinances. Requires the ability to perform addition, subtraction, multiplication, and division; ability to calculate decimals and percentages; ability to utilize principles of fractions; ability to interpret graphs. Requires the ability to apply principles of rational systems. Ability to interpret instructions furnished in written, oral, diagrammatic, or schedule form. Ability to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives. Requires the ability to exercise the judgment, decisiveness and creativity in situations involving a variety of generally pre-defined duties which are often characterized by frequent change. Requires the ability to perform skilled coordinated movements, such as utilizing a firearm and handcuffs, operating a police vehicle, and operating office machinery and a computer. Ability to meet the City's driving standards and possess/maintain a valid Texas Class "C" driver's license. Ability to work weekends on a rotating on-call basis for prisoner transport. Ability to comply with all applicable qualifications as stipulated by TCOLE and the City of McKinney.

High school diploma or GED required (some college preferred) and at least two (2) years previous experience as a peace officer (police officer, warrant officer, marshal, etc.) required. Possession of a Basic Peace Officer Certificate from the Texas Commission of Law Enforcement (TCOLE). Must pass a drug screen, and background check. Must have a valid Texas Class C driver's license. Must pass a psychological exam. Must complete a polygraph examination. Must be a U.S. citizen at the time of application. Must be 21 years old at the time of application. Vision must be correctable to 20/20 with normal color vision and must be able to pass a hearing test.
