Program Manager

The Hoover Institution at Stanford University is seeking qualified candidates for the full-time position of Program Manager. A cover letter and resume are required for full consideration.

WORK ARRANGEMENT : Hybrid. This position will be based on the Stanford campus and will be considered for an option of telecommuting (hybrid of working on-site and off-site), subject to operational need.

About Stanford University's Hoover Institution : The Hoover Institution on War, Revolution, and Peace is a public policy research center devoted to the advanced study of economics, politics, history, and political economyboth domestic and foreignas well as international affairs.

Founded in 1919 by Herbert Hoover before he became the thirty-first president of the United States, the Institution began as a repository of historical material gathered at the end of World War I. The library and archives have grown to be among the largest private repositories of documents on twentieth-century political and economic history. Over time the Institution expanded its mission from collecting archival material to conducting advanced research on contemporary history and economics and applying this scholarship to current public policy challenges.

JOB PURPOSE : The Program Manager will support the execution of the Bio-Strategies & Leadership Initiative (BSL) at the Hoover Institution. BSL's mission is to ensure that the United States and its allies understand biology as a strategic domain and act accordingly. BSL's products are designed to help leaders envision flourishing, democratic futures. Ongoing work focuses on economic and technical competitiveness as well as national security.

The program conducts and publishes research on biosecurity, biomanufacturing, and future-focused biotechnology applications; educates targeted stakeholders and decision makers on the importance of biology for a secure and prosperous future; and creates opportunities to translate research into actionable policy. This work advances Hoover's mission to generate ideas that strengthen freedom.

The role involves administering, supporting, and managing BSL programs under the supervision of the Senior Research Program Manager and with guidance from faculty and senior Hoover leadership. Responsibilities include managing and assisting with research activities, events, fellowships, stakeholder engagement (both within and outside the Hoover Institution), and coordination and communication among BSL team members.

The work is fast paced, detail oriented, and highly collaborative. A successful candidate will be driven, self-directed, humble and organized. Flexibility, positivity, and a commitment to delivering excellence even during periods of pressure are essential.

A background in program management is preferred but not required. A strong record of delivery and execution is highly valued. Experience in biology or emerging technologies is a bonus but not necessary. An openness to learning about biology and biotechnology is required.

CORE DUTIES :

  • Manage programs from inception through completion, including speaker and participant coordination, logistics, budgeting, and related activities; oversee research efforts and evaluate programs; and collect and analyze data to assess effectiveness and support recommendations for improvement.
  • Prepare, write, and edit materials including newsletters, email communications, letters, one-pagers, and memos.
  • Serve as a representative of BSL across the department, unit, and school, and develop communications for both internal and external stakeholders; lead and facilitate meetings.
  • Monitor program expenses, budgets, and finances, and make recommendations on funding based on program spending.
  • Oversee and train student workers, as needed.
  • Facilitate strong communication and information flow across institutional partners and within the BSL program.
  • Create briefing documents that inform and support BSL leadership.
  • Engage stakeholders across Hoover, Stanford, academia, policy, and industry in coordination with BSL leadership.

MINIMUM REQUIREMENTS : Education & Experience : Bachelor's degree and three years of relevant experience, or combination of education and relevant experience. Knowledge, Skills, and Abilities : Demonstrated ability to prioritize work and manage multiple tasks. Highly organized with strong attention to detail, including the ability to produce high-quality work, establish timelines, map milestones, and meet deadlines. Demonstrated initiative and ownership of projects. Strong oral, written, and analytical skills. Ability to exercise sound judgment and make decisions independently. Demonstrated ability to work both independently and as part of a team. Ability to direct the work of others, when supervision is required. Basic knowledge of budgeting and financial planning. Interest in learning more about biology, biotechnology, biosecurity, and emerging technologies.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES : Demonstrated success managing programs from inception through completion. Ability to prioritize and manage multiple projects and programs with competing deadlines. Excellent interpersonal skills and the ability to work effectively with staff, Hoover scholars, donors, and overseers; ability to exercise discretion and sound judgment when interacting with individuals in academia, business, and government. Strong collaborative and relationship-building skills, with the ability to work effectively with senior administrators, Hoover fellows, staff, donors, and university officials. Proficiency with web-based technologies and applications, including Microsoft Office and Google Suite. Ability to direct the work of others, when supervision is required. Knowledge of HubSpot and Smartsheet is a plus. Background in biology, biotechnology, biosecurity, or emerging technologies is a plus.

PHYSICAL REQUIREMENTS

  • : Constantly perform desk-based computer tasks. Frequently stand / walk, sitting, grasp lightly / fine manipulation. Occasionally use a telephone. Lift / carry / push / pull objects that weigh 11-20 pounds.
  • WORKING CONDITIONS : May work extended hours, evenings or weekends. May travel locally. Occasional overnight travel.

    The expected pay range for this position is $100,023-$124,516 per annum. Stanford University provides pay ranges representing its good faith estimate of what the university reasonably expects to pay for a position. The pay offered to a selected candidate will be determined based on factors such as (but not limited to) the scope and responsibilities of the position, the qualifications of the selected candidate, departmental budget availability, internal equity, geographic location and external market pay for comparable jobs. At Stanford University, base pay represents only one aspect of the comprehensive rewards package.
