Deputy Director Position

The Deputy Director is responsible for oversight of the $38B manpower portfolio, manpower requirements policy, processes, and operations, and implementation of the Manpower Programming and Execution System (MPES) for the Air Force. The Headquarters Air Force Directorate of Manpower, Organization, and Resources (A1M) manages the $38B Air Force Manpower Program, establishing policy for organizational structure, manpower requirements, programming, and resource utilization. The Air Force Manpower Analysis Agency (AFMAA), A1M's field operation agency, executes manpower standard development activities, including creating requirement determination tools, conducting studies, managing performance, developing programming factors, and creating training programs.

As the Deputy Director, you will be responsible for :

  • Strategic Leadership : Co-develop and implement Air Force strategic manpower plans.
  • Manpower Program Oversight : Oversee the Air Force Manpower Program, ensuring effective policy, processes, and operations across the Air Force.
  • Implement and manage the Manpower Programming and Execution System (MPES).
  • Total Force Management : Develop methodologies for determining Total Force manpower requirements, optimizing the mix of active duty, civilian, and contract personnel.
  • Requirements Validation & Advocacy : Lead the validation and documentation of Air Force manpower requirements, from home station to wartime operations.
  • Advocate for and defend Air Force manpower requirements within the Program Objective Memorandum (POM) and President's Budget (PB) processes.
  • Resource Allocation & Control : Provide strategic oversight for allocating and controlling all funded manpower authorizations, ensuring resources are used effectively and in compliance with mandates.
  • Policy Development & Guidance : Promulgate policies and procedures governing the effective and economical use of Total Force manpower resources.
  • Develop policy guidance on setting manpower requirement levels.
  • Stakeholder Collaboration & Communication : Confer with and advise key stakeholders, including senior Air Force, DoD, and Congressional leaders, on manpower, organizational, and planning strategies.
  • Program Management & Oversight : Provide executive, managerial, administrative, and technical oversight to the directorate staff and the Air Force Manpower Analysis Agency (AFMAA).
  • Technical Expertise & Guidance : Serve as the Technical Expert for the Air Force Management Engineering program, the Air Force senior Manpower Civilian Career Field Manager (CFM), and the senior functional Manpower advisor to the Air Force Corporate Structure (AFCS).

Qualifications Eligibility will be based upon a clear showing that the applicant has training, education, and experience of the scope and quality sufficient to effectively carry out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience and character needed in the SES corps not only to satisfy the immediate vacancy, but future vacancies which will occur in a variety of organizations, functions and locations. Candidates will not be hired based on their race, sex, color, religion, or national origin. In accordance with new OPM requirements to streamline Senior Executive Service (SES) hiring, applicants are no longer required to submit lengthy narrative essays, including those for Executive Core Qualifications (ECQs) or Mandatory Technical Qualifications (TQs), when applying. Instead, the initial application will be resume-only, capped at two pages. This change streamlines the application process and more closely aligns with private industry practices. Applicants identified for potential selection will have their ECQs assessed by undergoing a structured interview with the Office of Personnel Management (OPM) Qualifications Review Board (QRB). To meet the minimum qualification requirements for this position, you must show that you possess the Executive Core Qualifications (ECQ) and Technical Qualifications (TQ) related to this position within your resume (not to exceed 2 pages). Resumes over the 2-page limit will be disqualified.

Technical Qualifications (TQs) : Your resume should demonstrate accomplishments that satisfy the technical qualifications.

  • TQ1. Expert understanding of manpower resource management at HQ Air Force level or above including a detailed understanding of the Department of War (DoW) Planning, Programming, and Budget Execution System (PPBE) as it relates to developing, defending and amending military department / defense agency programs and budgets.
  • Demonstrated skill in developing and applying manpower policies, organizational structures and manpower requirement sizing methodologies, a working knowledge of the National Defense Authorization Act and the National Defense Strategy Review Process, and a detailed knowledge of the Air Force Manpower Resource Allocation Process.
  • TQ2. Demonstrated executive-level experience formulating and implementing manpower policies within the Department of War or a similar organization of equivalent size and scope as well as demonstrated proficiency in leading executive-level decision-making processes at both the department and national levels.
  • Executive Core Qualifications (ECQs) : All new appointees to the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the five mandatory ECQs :

  • ECQ 1. Commitment to the Rule of Law and the Principles of the American Founding : Demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people.
  • ECQ 2. Driving Efficiency : Demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades.
  • ECQ 3. Merit and Competence : Demonstrated knowledge, ability, and technical competence to effectively and reliably produce work that is of exceptional quality.
  • ECQ 4. Leading People : Demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable.
  • ECQ 5. Achieving Results : Demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors.
  • Please note : If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program, or have SES reinstatement eligibility, you must attach proof (e.g., SF-50 or Certification by OPM's SES Qualifications Review Board) of your eligibility for noncompetitive appointment to the SES.

    Education An undergraduate degree from an accredited institution in industrial engineering or similar field and an advanced degree in business, public administration, or related field is highly desired.

    Additional Information In addition, DoD requires an Enterprise Perspective. The individual must possess a broad point of view and an awareness and understanding of individual or organizational responsibilities in relation to DoD or government-wide strategic priorities. Executives must demonstrate an ability to work with internal and external partners to support national security objectives. This perspective is typically gained through a variety of diverse work experiences. This information should be embedded within the resume.

    Tiering : The Department of the Air Force structures its SES positions into tiers to determine the pay range for each position. The categories are based on the position scope, breadth, functions, and placement within the structure of organizational levels across the Department. Salary : $150,160.00 - $207,500.00 per annum. (Air Force Tier 1) SES members are eligible for bonuses and / or ranks and stipends in addition to annual salary. SES members are eligible for Performance-Based Salary increases and / or bonuses.

Mobility : Organizational and geographical mobility is essential in developing and managing SES and DISES leaders and generally is a key to advancement. Therefore, mobility is a condition of employment and appointed SES and DISES members will be required to sign a Reassignment Rights and Obligation Agreement.

    Veterans' Preference : Veterans' preference is not applicable to the SES. Relocation Authorized : Payment of Permanent Change of Station (PCS) costs is authorized in accordance with the Joint Travel Regulations (JTR). Recruitment / Relocation Incentive : May be offered.
