Job Title: Programmer (Expert)
Location: Albany, NY
Position Description
Supports the Office of Mental Health (OMH) patient tracking and survey systems, including the Patient Characteristics Survey (PCS), Office of Hospital Care and Community Transitions (OHCCT) systems, and Mail Logging System. The role supports ITS modernization initiatives such as OMH Transformation, Windows server upgrades, and Oracle database upgrades.
Responsibilities
- Execute full software development life cycle (SDLC) activities.
- Write and maintain code using MVC framework, .NET, JavaScript, Angular, Ajax, HTML, XML, and VB6.
- Prepare scripts to create and modify Oracle database objects including tables, indexes, constraints, triggers, views, stored procedures, and packages; perform data conversion and migration when necessary.
- Diagnose and troubleshoot rules, calculations, and data issues impacting application reports.
- Mentor and assist programmers by providing guidance on debugging, troubleshooting, deployment, security, data access, and system architecture.
- Use source code repositories such as TFS for version control and branching.
- Work within the IT Service Management system to manage incidents, service requests, and coordinate services with other ITS teams.
- Coordinate releases and system changes with ITS teams.
- Diagnose and debug production issues, escalate critical incidents, and support bridge calls.
- Report task status and outstanding issues to supervisors.

Required Technologies & Qualifications:
- 84+ months experience using Microsoft Visual Studio to develop and maintain complex applications in C#, ASP.NET, and Web API for n-tier deployments
- 84+ months experience developing web applications using HTML5, XML, JSON, AJAX, JavaScript, jQuery, Bootstrap, and CSS
- 84+ months experience with Oracle database design and modeling, including PL/SQL, stored procedures, packages, triggers, indexes, views, and table creation
- 84+ months experience with Service-Oriented Architecture (SOA) and secure .NET web services using WCF, SOAP/REST APIs, message queues, and Enterprise Service Bus
- 84+ months experience using Team Foundation Server (TFS) and Git for source control and CI/CD
- 84+ months experience with user authentication and authorization using OKTA, LDAP, RSA, and Access Manager
- 84+ months experience collaborating with UI/UX teams, Business Analysts, and Project Managers to define requirements and timelines
- 72+ months experience working with HIPAA-regulated data and Protected Health Information (PHI) in healthcare environments
- 72+ months experience supporting Patient Tracking and Survey systems aligned with Department of Health guidelines
