About DSS

The New York City Department of Social Services (DSS) delivers essential programs that help millions of New Yorkers access food, housing, employment, and healthcare.

Behind the scenes, DSSs Information Technology Services (ITS) division powers this mission designing and maintaining the critical systems that enable efficient, secure, and equitable service delivery citywide.

As part of a large-scale modernization effort, DSS is seeking an Application Developer to contribute to the Enterprise Document Automation (EDA) project a key initiative upgrading DSSs enterprise document management and communication systems.

The Role

As an Application Developer , youll design, build, and maintain solutions that power the automated generation and distribution of client-facing forms, notices, and communications across DSS programs.

Your work will directly support compliance with Local Law 30 (LL30) , ensuring that all communications are accessible and available in multiple languages. Youll collaborate with project managers, analysts, and engineers to build scalable, secure, and efficient solutions that modernize DSSs digital ecosystem.

What Youll Do

  • Design and develop technical solutions and architecture to support form and notice generation
  • Build scripts and configurations for automated template and snippet creation using modern programming languages and frameworks
  • Develop database scripts for snippet storage and metadata management
  • Create user interfaces (front-end screens) to capture, validate, and transmit data to the EDA application
  • Write software programs and integration code compatible with existing APIs, web services, and backend systems
  • Conduct unit testing and validation to ensure code accuracy and quality before deployment
  • Prepare design documentation , system specifications, and deployment guides
  • Contribute to the design and maintenance of secure, scalable software configurations including database, network, and storage layers

    • What Were Looking For

  • 5+ years of experience as an Application Developer , Software Engineer , or similar role
  • Proficiency in one or more modern programming languages (e.g., Java, .NET, C#, Python, JavaScript )
  • Experience developing web applications , APIs , and database-driven systems
  • Understanding of system architecture , solution design , and security best practices
  • Familiarity with document automation or enterprise content management systems (IBM FileNet, OpenText, etc.)
  • Strong knowledge of SQL , database design , and data modeling
  • Experience with front-end development (HTML, CSS, JavaScript frameworks) preferred
  • Ability to work collaboratively across technical and business teams
  • Experience with Agile or Waterfall SDLC methodologies
  • Prior experience in government or large enterprise IT environments a plus
