.Net Developer

Minimally Required Deliverables/Tasks

1. Providing IT support for the .Net systems;
2. Providing services for the Multi Language Translation (MLT) framework;
3. Providing design recommendations based on long-term IT organization strategy;
4. Developing enterprise level application and custom integration solutions including major enhancements and interfaces, functions, and features;
5. Using a variety of platforms to provide automated systems applications to customers;
6. Providing expertise regarding the integration of applications across Commerce;
7. Determining specifications, then planning, designing, and developing the most complex and business critical software solutions, utilizing appropriate software engineering processes-either individually or in concert with a project team;
8. Assisting in the most difficult support problems;
9. Developing programming and development standards and procedures as well as programming architectures for code reuse;
10. Understanding and consistently applying the attributes and processes of current application development methodologies;
11. Researching and maintaining knowledge in emerging technologies and possible application to Comerce;
12. Conducting code reviews as requested;
13. Providing support for Issues and Adjudication framework, appeals, State Information Data Exchange System (SIDES), batches, correspondences, fact findings templates, and claims process;
14. Acting as a technical expert and critical technical resource across multiple disciplines, both internally and externally;
15. Acting as an internal consultant, advocate, mentor, and change agent;
16. Developing and maintaining Azure Dev Ops (ADO) such as build/release automation, branching/merging strategies, roles and permissions, custom task creation, Azure Dev Ops, and build definitions Visual Studio Online/Extensible Application Markup Language (VSO/XAML); and
17. Participating in the Technical Change Control Board activities, which include code refactoring, design reviews and Read Only Memory (ROM) estimate for projects and enhancements.

Staff Qualifications and Performance Criteria

Contractor and/or Contractor's Staff assigned to this Contract shall have the following knowledge, skills, and abilities:

1. Master's or bachelor's degree in computer science, information systems, or other related field/equivalent work experience;
2. A minimum of ten (10) years of experience in design and/or development experience with .NET, C#, ASP.NET, Oracle, and Structured Query Language (SQL) Server in an n-tier architecture;
3. Strong background in object-oriented development techniques;
4. Experience with database design and development (Oracle/Microsoft SQL Server);
5. Experience with SQL tuning;
6. Experience with development source control (Azure Dev Ops);
7. Experience as a project leader on multiple IT projects;
8. Experience as an expert/lead technical role;
9. Experience working various projects/issues of high complexity that require in-depth knowledge across multiple technical areas and business segments;
10. An in-depth knowledge of state-of-the-art programming languages and object-oriented approaches in designing, coding, testing, and debugging programs;
11. Understanding of Software Development Life Cycle and Agile methodologies;
12. Experience with support production deployments; assist with troubleshooting deployment issues;
13. Experience with assisting with branching/merging in support of parallel development requirements;
14. Experience with setting up continuous integration capabilities;
15. Experience with setting up builds, transformations and deployment configurations for each environment;
16. A minimum of ten (10) years of experience with .Net 4.5 and higher;
17. A minimum of ten (10) years of experience with Visual Studio 2015 or higher; and
18. Experience in writing technical documentation;
19. A minimum of ten (10) years of experience with .NET 8.0, ASP.NET MVC Razor pages for developing dynamic web applications;
20. Experience in Bootstrap, jQuery and other mobile friendly interfaces for responsive UI;
21. Experience with Angular JS to create interactive and data driven applications;
22. Experience with NLog for application logging and IText for generating pdf documents;
23. Knowledge of ADA compliance requirements and experience with tools/techniques for ensuring web accessibility.
24. Experience in Oracle Database management and TSQL for data manipulation and retrieval;
25. Experience with Azure DevOps for continuous integration and deployment, and Azure App Services for deploying cloud-native applications;
26. Ability to implement analytics solutions and use Redis and Elastic Search for distributed caching to enhance application speed and reliability;
27. Experience in using wireframe software to create prototype.
