Senior Advisor On Behavioral Health And Access
The Department of Health Care Policy and Financing welcomes your interest in the Senior Advisor on Behavioral Health and Access position. This role provides leadership on behavioral health matters to the Executive Director and Medicaid Director. The Senior Advisor collaborates closely with other subject matter experts at the Department and across state agencies to develop and execute policy, identify and address systemic issues, and collaborate with stakeholders to improve outcomes for Health First Colorado members with behavioral health needs, including individuals who receive services and benefits from different HCPF Offices and other State and Local Agencies. The Senior Advisor navigates complex legal and regulatory structures to identify both broad and targeted interventions that can improve behavioral health access, outcomes and equity while maximizing federal match and value. This position has oversight of the Medicaid elements of the Colorado System of Care and regularly engages with the Colorado General Assembly, Governor's Office, senior appointed and elected officials, and Health Cabinet to drive systemwide improvement for children and youth with complex needs.
Specific responsibilities of this position include :
- Shape practice and policy that maximizes federal match and optimizes consumer access to care.
- Identify opportunities, develop strategies, and provide senior subject matter expertise on behavioral health innovation and strategic direction
- Identify opportunities, develop strategies, and advise on :
- Strengthening business policies, practices and outcomes for consumers who experience complex behavioral health needs.
- Improving outcomes and optimizing fiscal efficiency for high utilizers within the Medicaid system through behavioral health well-being.
- Support staff with executive-level leadership related to child and youth related policies, payment methodologies, access, and stakeholder engagement.
- Along with the deputy Medicaid director and Medicaid Director, partner with the newly constructed Behavioral Health Administration to achieve shared goals, advocating for HCPF and Medicaid consumers when considering the interaction of the two agencies.
- Provide cross-agency leadership in innovative programs and policies to address the needs of individuals who receive services and benefits from different HCPF Offices and other State and Local Agencies.
- Partner with other HCPF leaders and staff on projects relevant to the BHA implementation and the achievement of shared priorities.
- Support HPO leadership in providing accessible executive guidance to staff on special projects and to further Department priorities.
Some examples of the immediate projects this position will lead and supporting initiatives critical to strategic objectives for HCPF include :
Creating and implementing strategic objectives on the evolution of accountability structures for behavioral health safety net providers.Supporting the integration of new BHA regulations into HCPF policies, and help in translating BHA policy changes to determine impact on HealthFirst Colorado Members.Identifying and implementing, in collaboration with HCPF staff and other executive team leadership, strategies for increasing timely access to quality behavioral health care across the state :Programs and policies for special populations including children diagnosed with autism, and children and youth receiving home health services.Programs and policies for adolescents and adults with criminal justice involvement including those who are receiving outpatient competency services.Policy and benefit changes to support braided and blended funding models with other Departments that maximize federal funding opportunities and reduce complex navigation needs for members.
