Job Description

Anticipated Hiring Range :

Level I : $72,900 - $85,399

Level II : $88,200 - $105,931

Level III : $98,800 - $122,141

Full Salary Ranges :

Level I : $ 72,900 - $102,100

Level II : $ 88,200 - $123,500

Level III : $ 98,800 - $138,400

Civil Engineer Position Overview

The Civil Engineer will plan, design, and manage public infrastructure and capital improvement projects (CIP). This role involves technical expertise, project oversight, and coordination with city departments, contractors, and consultants. The position supports city standards enforcement and aims for efficient delivery of public works projects while mentoring junior engineers.

Experience, Education, and Skills :

Minimum Requirements :

Civil Engineer I :

  • Education : Bachelor's degree in Civil, Environmental, Agricultural, or Water Resources Engineering, or a closely related field.
  • Experience : 0-2 years of relevant experience.
  • Certification : Engineer in Training (EIT) certification.
  • License : Valid driver's license.

Civil Engineer II :

  • Includes Civil Engineer I requirements, plus :
  • Experience : 2-4 years of relevant experience.
  • Certification : Colorado Professional Engineer (PE) license or ability to obtain within one year.
  • Civil Engineer III :

  • Includes Civil Engineer II requirements, plus :
  • Experience : 4-6 years of relevant experience.
  • Certification : Licensed Professional Civil Engineer (PE) in Colorado.
  • Preferred :

  • Master's degree in a relevant field.
  • Supervisory experience and experience with public sector projects.
  • Extensive experience with GIS, AutoCAD Civil 3D, hydraulic modeling, and ArcGIS Pro.
  • Knowledge, Skills, and Abilities :

  • Strong knowledge of civil engineering principles and municipal infrastructure standards.
  • Expertise in project management, including budgeting, scheduling, and regulatory compliance.
  • Advanced use of engineering software (GIS, AutoCAD, SW Modeling Software).
  • Effective communication skills for diverse audiences.
  • Ability to manage multiple projects and teams.
  • Strategic thinking and innovative process improvement skills.
  • Essential Functions :

  • Storm Water Projects :
  • Assist in the review, design, and management of storm water capital improvement projects.

  • Maintain knowledge of environmental engineering principles.
  • GIS Coordination :
  • Coordinate with the City's Geographic Information System (GIS) program for mapping properties, boundaries, and storm water infrastructure.

  • Documentation and Review :
  • Coordinate the review of construction drawings, as-built drawings, subdivision plats, development agreements, easement documents, hydraulic reports, drainage reports, geotechnical reports, pavement design reports, and traffic impact studies for new developments, technical boards, and utility companies.

  • Technical Research and Advice :
  • Perform technical research, develop and evaluate design and cost-saving alternatives.

  • Prepare informative written review comments and provide reliable engineering advice.
  • Communication and Assistance :
  • Respond to requests for information and engineering assistance from City departments, developers, consultants, and the public concerning development-related engineering issues.

  • City Ordinances and Standards :
  • Assist in developing or updating City ordinances, design criteria, and standards.

  • Project Budgeting and Reporting :
  • Prepare and monitor assigned capital improvement project budgets.

  • Provide monthly reporting, including written updates.
  • Record Maintenance and Other Duties :
  • Maintain City engineering records.

  • Perform other duties as assigned.
  • Public Works and Utilities :
  • Possess thorough knowledge of civil engineering principles for municipal public works, emphasizing design and construction of streets, drainage, and traffic improvements.

  • Ability to manage the planning, design, and construction phases of capital improvement projects.
  • Understand laws, regulations, procedures, and municipal processes related to land development and public works projects.
  • Knowledge of materials, design methods, construction techniques, and costs of public works and utility improvements.
  • Tools and Technology :
  • Skilled in the use of engineering design tools.

  • Proficient with Microsoft Office Suite (Outlook, Excel, Word, PowerPoint) and engineering software (AutoCAD, SW Modeling Software, GIS).
  • Communication and Customer Service :
  • Exhibit effective oral and written communication, leadership, and time management skills.

  • Provide excellent customer service and answer questions for the public and City employees.
  • Judgment and Initiative :
  • Ability to exercise independent judgment and initiative is a plus.

  • Additional Duties :
  • Perform other duties as required.

    Supervisory Responsibilities :

    Civil Engineer III :

  • Mentoring and providing training opportunities for junior engineers.
  • Assisting in hiring and evaluating engineering staff.
  • Developing leadership skills among team members.
  • Work Environment & Physical Requirements :

  • Work location is a combination of office and field settings; office work involves sitting, computer use, and reviewing drawings. Field work involves standing, walking, and using survey equipment.
  • Frequent public contact by telephone and in person.
  • Frequent interaction with office and field staff, potentially in adverse or confrontational situations.
  • Employee is subject to driving a city vehicle in all weather conditions.
  • Employee may be asked to drive a personal vehicle for business purposes.
  • Employee is subject to working alone or with groups; frequently participates in meetings.
  • Employee may be required to work extended hours in the evening, on holidays, or weekends.
  • Frequent interruptions and required to manage competing priorities with inflexible deadlines.
  • Environment ranges from safe to moderate hazards; field work involves construction sites with heavy equipment.
  • Safety equipment such as hard hats, reflective vests, boots, and glasses are used as needed.
  • Vision sufficient to interpret documents, drawings, and inspect projects.
  • Communication skills to convey information to contractors, property owners, personnel, and the public.
  • Mobility to inspect sites and move over rough, uneven, or rocky surfaces.
  • Manual dexterity to operate computer equipment and vehicles; accurately input, retrieve, and verify work assignments.
  • Duties may require light to moderate physical effort, including stooping, kneeling, crouching, and lifting (up to 10-25 pounds).
  • Extensive work is performed on a computer with repetitive data entry.
