Position Summary
The Program Manager serves as the primary lead responsible for planning, executing, and overseeing the FRTIB Mentors C Leadership Program. This role ensures full compliance with the Statement of Work requirements, manages all deliverables, coordinates external mentors, facilitates program events, administers assessments, and serves as the primary liaison to the Contracting Officer Representative (COR).
This is the single accountable lead for successful contract execution.
Key Responsibilities
• Develop and submit a Written Mentoring Program Plan within days of award
• Design the overall program framework, timeline, and mentor-matching strategy
• Identify, secure, and match up to mentees with qualified SES-level mentors
• Oversee and track required mentoring hours (minimum hours per mentee)
• Ensure monthly – minute mentoring sessions are conducted
• Plan and facilitate the Kick-Off/Orientation event
• Plan and facilitate the Midpoint Review event
• Plan and facilitate the Closing/Graduation event
• Conduct at least one group mentoring session (up to two hours)
• Lead career advancement sessions focused on leadership growth and avoiding career plateau
• Propose and administer a validated leadership self-assessment instrument
• Provide assessment feedback summaries to participants
• Conduct a midpoint program review of mentoring activities
• Prepare and submit the Midpoint Report within days of program start
• Prepare and submit the Final Comprehensive Summary Report within business days of program completion
• Develop participant evaluations and recommend program enhancements
• Serve as the primary point of contact with the Contracting Officer Representative (COR)
Minimum Qualifications
• Bachelor's degree in Human Resources, Organizational Development, Leadership Studies, Psychology, Business Administration, or related field (Master's preferred)
• Minimum years of experience managing leadership development or mentoring programs
• Experience working with federal agencies strongly preferred
• Demonstrated experience facilitating executive-level training or mentoring programs
• Strong project management, reporting, and stakeholder coordination skills
• Experience administering leadership assessments (, tools, DiSC, Hogan, MBTI, etc.)
• Excellent written and verbal communication skills
Preferred Qualifications
• Executive coaching certification (ICF or equivalent)
• Experience working with SES-level or senior government executives
• PMP or equivalent project management certification
