Technical Program Manager

Zachary Piper Solutions is seeking a hybrid - Technical Program Manager to lead a major DHS/TSA program in Springfield, VA. This role requires a strong technical leader with deep DHS experience, proven delivery oversight, and the ability to grow and strengthen customer relationships while driving digital transformation initiatives.

*This position requires an Active Top Secret or DHS Clearance required*

Responsibilities

• Lead delivery across multiple TSA task orders
• Strengthen and grow DHS/TSA customer relationships
• Drive digital modernization across Salesforce, Microsoft 365, DevSecOps, SaaS/PaaS, and automation initiatives
• Oversee cross‑functional technical teams and ensure high‑quality execution
• Guide Agile development and DevSecOps best practices
• Support capture activities and lead proposal development
• Shape Section L/M criteria to maximize proposal scoring
• Develop win themes, discriminators, and proposal messaging
• Manage multiple captures across DHS simultaneously
• Partner with recruiting to build and scale high‑performing teams
• Communicate program status, risks, and strategy to senior leaders
• Resolve complex customer and delivery issues quickly and effectively

Required Qualifications

• Active Top Secret or DHS clearance
• Bachelor’s degree in Computer Science, Information Systems, Engineering, or related field
• 10+ years’ experience delivering Salesforce and/or SharePoint/Microsoft 365 solutions
• Strong DHS/TSA customer relationships and delivery history
• Proven capture, proposal, and business development experience
• Experience leading cross‑functional technical teams
• Strong communication and executive‑level presentation skills
• Demonstrated leadership, integrity, and knowledge of DHS market trends
• Ability to navigate complex customer environments and drive resolutions

Compensation & Benefits:

• Salary Range: $165,000 - $185,000 (based on experience)
• Comprehensive benefits: Medical, Dental, Vision, 401K, PTO, Sick Leave if required by law, and Holidays.
