Engineering Services and Projects Manager
The Engineering Services and Projects Manager is the value stream owner for the organization’s Engineering Services function. This role directly oversees a cross-functional team of software developers, engineers, subcontractors, and project managers to deliver high-quality engineering outcomes for internal and external customers (total of 8 full time employees and 6 subcontractors). They are accountable for strategy, execution, capacity, quality, and continuous improvement across the full Engineering Services lifecycle. The ideal candidate brings proven leadership, strong technical and engineering fluency, and hands-on program / project management experience.
Required Qualifications
- 5+ years in engineering, software development, technical program management, or related fields.
- 3–5+ years leading multi-disciplinary teams (engineering + software + PM or similar).
- Strong program / project management experience (formal PM background or equivalent).
- Fluency in engineering and software delivery lifecycles; able to engage deeply with technical leads.
- Experience building repeatable processes and using metrics to drive improvement.
Preferred Qualifications
Experience in contract manufacturing, maritime, or government / regulated environments.Familiarity with Lean value streams, Agile / SAFe, or systems engineering frameworks.PMP, PgMP, Scrum, or Lean / Six Sigma certification (nice to have, not required).History of scaling teams and delivery practices during growth.Key Responsibilities
Own the Engineering Services value stream end-to-end, ensuring work flows efficiently from intake through delivery and sustainment.Drive alignment across engineering, product / operations, and business stakeholders on priorities, tradeoffs, and resourcing.Lead and develop managers and individual contributors across developers, engineers, and project managers.Set clear expectations for performance, collaboration, accountability, and professional growth.Build a healthy, high-trust culture focused on quality, safety, and delivery excellence.Oversee planning and execution of the Engineering Services portfolio, ensuring projects meet scope, schedule, budget, and quality objectives.Establish and maintain consistent project / program management practices, templates, and governance.Design and improve intake, triage, estimation, and prioritization processes for engineering work.Implement Lean / Agile and systems-engineering best practices to increase predictability and reduce waste.Provide oversight for technical direction, engineering standards, and design quality across disciplines.Ensure appropriate technical reviews, documentation, verification / validation, and compliance requirements are met.Partner with senior technical leaders to evolve tools, platforms, and architecture as needed.Serve as the primary point of contact for Engineering ServicesCommunicate progress, capacity constraints, and timeline impacts with clarity and transparency.Build strong relationships with internal customers and external partners to ensure solutions meet real-world needs.Work with Business Development to ensure future proposals are within current and future capabilities, lead time, and budgeting.Required Qualifications
