Project Manager - Senior

The Project Manager - Senior will lead and / or support all aspects of an acquisition program through its life cycle, including schedule management, risk management, cost management, contract management, metrics definition and analysis, knowledge / documentation management, acquisition documentation development, Integrated Product Team (IPT) management, strategic planning, and program reporting. The Project Manager Senior uses knowledge of the Department of War (DoW) program management and acquisition lifecycle processes to plan and conduct acquisition activities through the program / project life cycle from the description of the requirements through product / solution delivery.

Responsibilities

  • Engage with external and internal stakeholders as requested
  • Advise the government on current DoW policies and procedures to support major program decisions and recommend strategies and techniques for successful conclusions
  • Participate in strategic planning, acquisition planning, investment planning, and stakeholder management
  • Prepare, review, and revise acquisition documents by DoW, Department of the Army (DA), and Office of Management and Budget (OMB) guidance and requirements, including compliance with applicable policies and regulations from federal, DoD, and DA levels, including but not limited to DoD 5000, 7000, and 8000 Series; Army Regulations (ARs) 1-1 and 70-1; OMB Circular A-11, and "Preparation and Submission of Budget Estimates"
  • Assist in the development, staffing, implementation, and maintenance of agreements with external organizations and system owners (e.g., external interfaces)
  • Review and assess the impact of revised or new policy guidance and regulations for the impact
  • Assist in the drafting, revising, maintaining, and coordinating of acquisition documentation required by DoW, DA, and OMB, including but not limited to Business Case Analyses (BCA), Acquisition Strategies and Plans (AS / AP), Independent Government Cost Estimates (IGCE), Services Contract Approval Request (SCAR), Market Research, Performance Work Statements (PWS), etc.
  • Ensure consistency across acquisition documentation in the project office
  • Draft, coordinate, and submit acquisition reports
  • Lead and perform risk management, including identifying, managing, assessing, and mitigating cost, schedule, and performance risk, determining impacts across all program areas, and defining realistic burn-down plans
  • Schedule, coordinate, and facilitate program Integrated Product Teams (IPTs) and Working IPTs (WIPTs) in support of Milestone Decision Reviews
  • Prepare and provide input for Project / Product Monthly Status Review meetings and briefings
  • Lead and participate in program reviews to assess the alignment of activities with acquisition strategy and program plan, and determine the feasibility of execution within the defined program baselines
  • Collect, analyze, and report program metrics
  • Other duties as assigned

Qualifications

Master's degree OR Bachelor's degree with an additional 2+ years of experience 10+ years of relevant work experience supporting acquisition activities Working knowledge and application of DoW 5000 and 8000 series and DoW acquisition and contract processes, procedures, and guidance Interim secret clearance with the ability to obtain a Secret clearance

Knowledge, Skills, and Abilities :

  • Experience in leading and performing support activities throughout the program life cycle with a focus on program execution, management controls, analyses, and reporting that contribute to product development, achievement of program milestones, and advising and informing leadership
  • DoW acquisition certifications are preferred
  • Working experience with Agile software development methodology is preferred
  • Strong coordination, organization, teaming, and communication skills
  • Excellent organizational, scheduling, and prioritization skills
  • Ability to work well individually or in a group setting
  • Ability to listen and understand task descriptions and requests
  • Ability to explain problem resolutions
  • Ability to quickly respond to time-critical queries from leadership
  • Ability to work independently without direct supervision or guidance
