Under general supervision, performs a wide variety of patrol and community policing duties involving the prevention of crime, the protection of life and property, and the enforcement of federal, state, and local laws and ordinances; makes arrests and transports suspects into custody; assists in processing crime scenes and preserving evidence; assists in the preparation of cases and testifies in court; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from an assigned Police Sergeant or management personnel. Exercises no supervision of staff.

This is a sworn journey-level law enforcement class that performs all assignments found in a municipal police department. While incumbents are normally assigned to a specific geographic area for patrol or traffic enforcement, all functional areas of the law enforcement field, including investigation, youth services, administration, and training are included. Incumbents may be armed and may be assigned to work in uniform or plain clothes.
Emphasis is placed on community-based policing, familiarization between law enforcement and community residents, and collaborative problem solving. This class is distinguished from Police Sergeant in that the latter is the first supervisory level in this sworn class series responsible for organizing, assigning, supervising, and reviewing the work of staff on an assigned shift.

Equivalent to graduation from high school. Completion of an accredited police academy, two years of college level course work in criminal justice and / or a related field.

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; maintain P.O.S.T. physical standards, including mobility, physical strength, and stamina to respond to emergency situations and apprehend suspects; vision to maintain firearms qualification and to read printed material and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone or radio. The job involves fieldwork requiring frequent walking or running or standing on uneven terrain, and climbing and descending structures to access crime scenes and to identify problems or hazards; vision and manual dexterity to operate an emergency response vehicle at high rates of speed in emergency situations. Finger and manual dexterity is needed to operate police services equipment and firearms, and to access, enter, and retrieve data using a computer keyboard. ENVIRONMENTAL ELEMENTS
Employees work indoors and outdoors, and are exposed to loud noise levels (infrequent), cold and hot temperatures (frequent), inclement weather conditions, vibrations, confining workspaces, moving vehicles, and hazardous physical substances including dust, gas, chemicals,fumes (frequent), mechanical and / or electrical and to potentially infectious materials such as bodily fluids including blood, transmissible diseases and needles. Other adverse vision and hearing conditions may include poor lighting, fog, faint sounds, or other poor auditory conditions such as distracting background noise.
EMOTIONAL, PSYCHOLOGICAL AND MENTAL DEMANDS
Employees may interact with upset staff and / or public and private representatives in interpreting and enforcing departmental policies and procedures. The principal duties of this class are performed in a field or police station environment with exposure to criminal offenders, mentally ill individuals, and persons potentially infected with communicable diseases.

WORKING CONDITIONS
Must be able to pass a pre-employment physical, drug screen, and background investigation, including fingerprinting. Must be willing to work extended shifts or be called back in emergency situations and work with exposure to difficult circumstances, including exposure to dangerous situations.
GALT POLICE OFFICER ASSOCIATION (GPOA)
MEDICAL The City of Galt participates in the CalPERS Health Program. Employees have a wide variety of choices of HMOs and PPOs. Galt Police Officer Association employees receive a set dollar amount for benefits(cafeteria plan) in accordance with the MOU.

CASH IN-LIEU OF GROUP INSURANCE Employees who choose to waive coverage under the City's medical insurance program shall be compensated $200 per month for waiving employee only coverage, $350 per month for waiving employee plus one and $500 per month for waiving employee plus family coverage.
DENTAL City pays the total cost of the premium for employee and dependents.
VISION PLAN City pays the total cost of the premium for employee and dependents.
LIFE INSURANCE City pays the total cost of premiums for $50,000 coverage and a $1,500 policy for the employees dependents.
HEALTH REIMBURSEMENT ACCOUNT City contributes $100 per month into an IRS qualified HRA for each employee to use for reimbursement of current and retiree medical cost reimbursements.
LONG-TERM DISABILITY (LTD) City pays total cost of premium. Maximum monthly benefit $9,000.
SOCIAL SECURITY AND MEDICARE The employee and City both contribute to Social Security / Medicare.

RETIREMENT SYSTEM (CalPERS)
Classic CalPERS full time Sworn Safety employees (hired prior to 1 / 1 / 13) are covered under the 3 % @ 50 CalPERS retirement program. City pays total employer contribution for this program and the employee pays 9% employee contribution.
PEPRA CalPERS Sworn Safety full time employees (hired after 1 / 1 / 13) are covered under the 2.7% @ 57 retirement program. Employees share the Normal Cost rate with the City. This amount is currently is 13.75%.
DEFERRED COMPENSATION Voluntary Deferred Compensation Plan through TIAA-CREF.
HOLIDAYS 14 paid holidays per year (shift personnel holiday in lieu pay equal to 9.33 hours of pay each month).
Shift personnel shall be given credit for fourteen (14) days pay per calendar year in lieu of holiday credit. Employees in these assignments receive this pay in lieu of having designated days on which holidays occur in order to facilitate scheduling. The value of one (1) holiday shall be (8) hours, and shift employees will receive a total value of 9.33 hours of pay each month for holiday in lieu (112 holiday hours divided by 12 months).

VACATION CREDIT Employees with 4+ years of prior public agency experience may request to accrue at rate of 120 hours.
Vacation Cash Out - Eligible employees may cash out up to 80 hours per year.
SICK LEAVE Employees accumulate 96 hours per year averaged over 26 pay periods.
SICK LEAVE CASH OUT / CALPERS SERVICE CREDIT Employees retiring or separating are eligible for sick leave cash out of 75% of balance, up to a maximum of four hundred eighty (480) hours; upon retirement, remaining sick leave hours may be converted to CalPERS service credit.
BILINGUAL PAY Employees who pass a bilingual proficiency exam administered by the CIty, may receive $100 per month.

EDUCATION INCENTIVE PAY
INCENTIVE PAY FOR SPECIFIED ASSIGNMENTS
UNIFORMS The City follows the quartermaster system. All Uniform, equipment and dry cleaning fees are paid for by the department.
LONGEVITY Regular full time employees who have been employed by the City for eight (8) years shall be paid two and one half percent (2.5%) above their regular base pay. Regular full time employees who have been employed by the City for ten (10) years shall be paid five percent (5%) above their regular base pay. Regular full time employees who have been employed by the City for twelve (12) years shall be paid seven and one-half percent (7.5%) above their regular base pay.
