Working under the general direction of the Academic Resource Manager in the College of Natural & Agricultural Sciences (CNAS) Student Affairs and Interdisciplinary Graduate Programs Administrative Unit, the Financial Analyst 3 independently performs advanced financial and analytical functions for complex departmental and program budgets. The position oversees monthly ledger reconciliations and reporting for assigned departments, manages multiple funding sources, including Contracts & Grants, state, gift, endowment, and fellowship funds, and assists managers in developing annual budgets while resolving discrepancies and ensuring timely processing of correcting entries. Provides financial support for CNAS student fellowships, scholarships, endowment funds, and GAANN grant activity, coordinates reporting and transfers with CNAS Graduate Student Advising Center staff and the Dean's Office, and supports post-award financial and compliance activities, including complex proposal budgets and sponsor reporting. Prepares, reviews, and approves financial transactions; monitors expenditures; conducts multi-source financial analyses; coordinates Sales and Service fund activity; and manages department budget allocations, chart of accounts, and related business processes. Independently gathers and synthesizes data, produces financial reports, assists Interdisciplinary Graduate Programs and Student Affairs units, and ensures compliance with UC, federal, and sponsor policies while maintaining accurate records. The full salary range for the Financial Analyst 3 position is $75,900 - $137,300 annually. However, the expected pay scale for this position is $75,900 - $91,250 annually. We base salary offers on a variety of considerations, such as education, licensure and certifications, experience, and other business and organizational needs. Applicants must have current work authorization when accepting a UCR staff position. Currently, we are unable to sponsor or take over sponsorship of an employment Visa for staff. As a University employee, you will be required to comply with all applicable University policies and / or collective bargaining agreements, as may be amended from time to time. Federal, state, or local government directives may impose additional requirements.

Educational Requirements

Bachelor's degree in related area and / or equivalent experience / training. Required. Master's degree in related area. Preferred.

Experience Requirements

4-7 years of related experience. Required. Minimum of 1-2 years of experience utilizing Concur SAP, ORACLE Financials & Budget. Preferred. 1-2 years of experience in Fund Management in complex multi-funding stream sources. Preferred.

Understanding of Undergraduate and Graduate Student Funding within a university setting. To include Financial Aid and Employment funding sources. Strong interpersonal skills, analytical skills, service orientation, active listening, critical thinking, attention to detail, ability to multi-task in a high volume environment, organizational skills, effective verbal and written communication skills, sound judgment and decision making; ability to develop original ideas to solve problems.

Key Responsibilities

Oversees monthly ledger reconciliations and reporting for assigned departments supported by SAAIP Admin, ensuring expenditures are appropriate and correcting entries (NCTs, SCTs, BEAs, COA changes) are processed timely. Manages multiple funding sources, including Contracts & Grants, state, and gift funds, and assists managers in developing annual budgets. Reviews and resolves discrepancies, validates charges, and supports the annual fiscal close by reconciling encumbrances and making necessary budget adjustments in the UCR Financial System (ORACLE). Provides financial support for CNAS student fellowships, scholarships, endowment funds, and GAANN grant activity, including reconciliation of tuition, stipends, fees, and departmental scholarship costs, and coordination with CNAS Graduate Student Advising Center staff and the CNAS Dean's Office to facilitate required reporting and transfers. Provides analytical support for complex budget, financial, or resource analysis projects. Extracts data from multiple sources and systems and produce synthesized reports. Prepares complex, agency-specific, and multi-year proposal budgets; independently coordinates submissions to multiple sponsors; and ensures compliance with agency, federal, state, and UC requirements. Independently manages post-award financial and compliance activities by monitoring expenditures, analyzing trends, preparing reports, resolving errors and deficits, and maintaining required records in accordance with sponsor and institutional guidelines. Prepares reviews and / or approves financial transactions. Financial support for ledger reconciliation, Payroll, preparation of financial statements and related transactions such as PCTs, NCTs, FCTs, BEAs, and others as needed. Coordinates and implements department budget allocations, conceives of and maintains department chart of accounts or other data management tools, and related business processes. Coordinates Sales and Service fund activity for the CNAS Undergraduate Academic Advising Center, including monitoring revenues and expenditures, ensuring compliance with UC policy, and preparing reconciliations and financial reports. Independently gathers information as needed to perform analysis.
