Senior Civil Engineer - Solid Waste

Position Overview

Under limited supervision, perform senior level design engineer duties within the Regulatory Decision Integration organization, On-site waste disposal facility (OSWDF) Project. The specific work assignments include Civil Engineering review of solid waste disposal facilities design packages as well as generation of civil design packages for supporting facilities and infrastructure. The position will look to apply engineering experience on projects involving site characterization; disposal facility design and construction including construction quality assurance; hazardous / solid waste planning, static and seismic slope stability evaluations; civil infrastructure design; applications of geosynthetics, and regulatory compliance.

Principle Duties

• Prepare engineering documents in accordance with site engineering procedures including but not limited to calculations, engineering evaluations, technical specification, drawings, and quality level determinations.
• Support OSWDF subcontractor design:
• Develop and maintain an in-depth understanding of the OSWDF subcontract scope and requirements.
• Coordinate with the stakeholders (internal and external) for design inputs, output, reviews, comments, and approvals.
• Review OSWDF subcontractor submittals to determine compliance with engineering codes, standards, applicable federal/state regulations, contractual requirements, and site-specific requirements.
• Review of civil engineering calculations and design documents for quality and accuracy. Subject matters to include earthwork and grading, roadways and pavement, surface water management, storm water and draining structures, landfill liner and caps, leachate management, waste placement, slope stability, seismic design, foundation design, and other miscellaneous civil engineering systems.
• Assist with the procurement including technical reviews of equipment / material specifications, vendor proposals, source selection and vendor submittal review / acceptance. Approve long-lead procurement technical specifications and coordinate with procurement to ensure equipment is delivered as scheduled and meets the quality inspection criteria.
• Assist in the development of request for proposals (RFP) and technical bid evaluations.
• Establish and maintain an open channel of communications with the other DOE disposal facilities of similar design for the purpose of benchmarking, incorporating lessons learned and feedback.
• Status project schedules and provide input to the detailed weekly progress meetings and reports.
• Identify and evaluate project related issues and problems.
• Participate in design status meetings throughout the design process.
• Support development of operating procedures
• Provide field support during construction, start-up testing, and contract readiness assessments processes.
• Actively participate in Safety Work Groups

Minimum Requirements

• BS degree in Civil Engineering and 10 years of design experience, preferably with experience in site layout, grading, and drainage designs.
• Ability to interpret pertinent codes, governing regulations, and industry practices related to solid waste disposal.
• Experience with modeling/design tools such as Civil3D, MicroStation, and/or Trimble Access.
• Excellent writing and communication skills. Proficient in Microsoft Office applications (Word, Excel, PowerPoint, etc.)
• Must possess at least a DOE "L" clearance or the ability to obtain a DOE "L" clearance.

Working Conditions

• Works in an office environment at a normal environmental restoration atmosphere.
• Works in the field when necessary to gather information during design process, conduct constructability reviews, troubleshoot issues during construction.
• Work compliantly and safely in an environment with high schedule pressure demands.
