Overview:

Our client delivers digital services and technology solutions that support the health and safety of veterans, service members, and civilians. The Director of Business Development is responsible for establishing, enhancing, and promoting trusted relationships with the company’s target customers across the Federal Civilian market with particular priority on the Department of Homeland Security and its component agencies. The role involves creating and prosecuting a pipeline by identifying, assessing, and assisting in the capture and closure of Federal Civilian business opportunities including DHS. This includes facilitating the identification of mission needs, promoting the full range of corporate capabilities, and optimizing collaboration across internal teams and external partners.

The ideal candidate is a strategic thinker, proven leader, and experienced business developer with a demonstrable win record, deep knowledge of the Federal Civilian procurement environment, and strong experience driving pursuits within DHS or other high value Civilian agencies.

Responsibilities:

  • Define and execute the Federal Civilian business development strategy aligned with corporate growth objectives with clear emphasis on DHS.
  • Convert strategic growth priorities into tactical pursuit and account plans for DHS and high-value Civilian customers.
  • Lead analysis of Federal Civilian market trends, mission budgets, and competitive positioning to identify high-value pursuits and market shifts.
  • Translate corporate capabilities and core differentiators into targeted positioning statements and mission-specific value propositions.
  • Provide guidance and leadership on strategy-to-action plans, helping achieve key milestones and driving growth.
  • Act as a customer advocate by identifying mission needs and representing the customer perspective internally.
  • Establish and sustain senior-level relationships with government customers, primes, and subcontractors.
  • Represent the company at industry forums, conferences, and associations to expand brand visibility and influence within the DHS and Federal Civilian community.
  • Create and prosecute a pipeline that supports the revenue goals of assigned business units.
  • Drive customer call plans to shape procurements, inform acquisition strategies, and position the company as a trusted partner.
  • Oversee pipeline management in CRM tools, ensuring qualification discipline, prioritization, and alignment with strategy.
  • Lead qualification reviews and go or no go decisions based on strategic and competitive assessment.
  • Contribute to capture strategy development including win themes, solutions, competitive analysis, and teaming approaches.
  • Direct teaming negotiations and build partnerships that strengthen solution offerings and customer value.
  • Oversee development of customer-facing materials such as white papers, capability briefings, and executive presentations aligned to DHS and Civilian missions.
  • Conduct strategic market research including competitor analysis and evaluation of incumbent contractors.
  • Partner with proposal, pricing, and solution teams to ensure compliance, competitiveness, and differentiated value delivery.
  • Participate in executive reviews of proposals and capture artifacts, ensuring customer alignment and strategic coherence.
  • Drive pre-RFP positioning activities that improve competitiveness and probability of win.
  • Foster a collaborative culture across growth, solutioning, delivery, and corporate teams.
  • Mentor and develop junior BD and capture professionals to strengthen organizational depth.
  • Provide regular executive reporting on pipeline health, pursuit status, and business development performance.

Qualifications:

  • Demonstrable track record of winning pursuits with Federal Civilian agencies, preferably including DHS components such as CISA, USSS, TSA, FEMA, CBP, USCIS, or ICE.
  • 10+ years of progressive experience in federal business development, capture, or related roles with success winning large contracts.
  • Relevant SME experience in the Federal Civilian ecosystem with knowledge of mission priorities, procurement patterns, and competitive landscape.
  • Deep knowledge of federal procurement practices, FAR and DFAR regulations, and major contracting vehicles including GWACs, IDIQs, and GSA Schedules.
  • Established network of relationships with senior federal decision-makers and industry partners across the Federal Civilian community with preference for DHS relationships.
  • Demonstrable ability to rapidly expand networks and leverage existing contacts to advance qualified pipeline opportunities.
  • Proven hands-on leader willing to own all aspects of the BD lifecycle.
  • Prior experience collaborating across corporate functions, delivery organizations, and teaming partners.
  • Polished executive presence and exceptional communication skills.
  • Proven ability to positively influence change at multiple levels of an organization.
  • Proficiency in Salesforce or equivalent CRM platforms, federal market research tools, and acquisition resources including USASpending, GovWin, SAM.gov, and Acquisition.gov.
  • Experience driving increased market penetration and net new revenue through targeted pursuit and relationship strategies.
  • Experience breaking into new accounts or components using effective shaping and capture tactics.
  • Demonstrated ability to collaborate across capture, proposals, solutioning, and delivery organizations to achieve shared results.
