Responsibilities

PNNL is modernizing its Human Capital Management (HCM) ecosystem as part of a multi-year Oracle Cloud ERP transformation. We are seeking an Oracle Cloud HCM Engineer to support the implementation, stabilization, and long-term sustainment of Oracle Cloud HCM.

In this role, you will serve as a techno-functional HCM engineer, partnering closely with HR business stakeholders, implementation partners, and internal ERP workstreams (Integrations, Data, Reporting, Architecture, Security, and Testing).

This is a platform-focused role, emphasizing configuration ownership, system stability, and continuous improvement - not short-term, project-only delivery. Expertise in every HCM module is not required; strong depth in a subset of modules, paired with a willingness to learn across the platform, is expected.

Configure, maintain, and optimize Oracle Cloud HCM modules to meet business and operational needs.

Translate HR requirements into scalable, supportable Oracle Cloud HCM configurations.

Participate in requirements, design, build, testing, deployment, and post-go-live stabilization activities.

Collaborate with cross-cutting ERP teams (Integration, Data, Reporting, Security, Architecture, and Testing) to deliver end-to-end HCM solutions.

Support System Integration Testing (SIT) and assist with UAT readiness, defect triage, and resolution.

Evaluate Oracle quarterly cloud updates, perform impact analysis, coordinate regression testing, and support adoption of new features.

Support data loads, conversions, and ongoing maintenance using HCM Data Loader (HDL) and Spreadsheet Data Loader (HSDL).

Configure and support HCM Extracts and data interfaces used for integrations, reporting, and downstream system needs.

Troubleshoot configuration, security, data, and integration issues across the HCM landscape.

Support and troubleshoot role-based security (RBAC), data access, and provisioning issues in partnership with security / IAM teams.

Partner with integration teams on HCM integrations and support end-to-end issue resolution.

Document functional and technical designs, workflows, decisions, and support procedures.

Provide knowledge sharing and guidance to peers and stakeholders.

Participate in production support and service management activities (incident, problem, and change), as needed.

Qualifications

Minimum Qualifications :

BS / BA and 7 years of relevant experience -OR-

MS / MA or higher and 5 years of relevant experience -OR-

PhD and 3 years of relevant experience -OR-

AA and 16 years of relevant experience -OR-

HS / GED and 18 years of relevant experience.

Demonstrated experience applying theoretical / fundamental computer science concepts through the design, development, configuration, implementation, and maintenance of computer infrastructure and networks.

Preferred Qualifications :

Bachelor's degree in IT, Computer Science, Business, HR, or equivalent experience.

5+ years of hands-on Oracle Cloud HCM experience (implementation, configuration, and / or sustainment).

Demonstrated experience configuring one or more Oracle Cloud HCM modules.

Understanding of core HR business processes and workforce lifecycle concepts.

Experience with : HCM business rules and eligibility profiles; security roles and data access; Fast Formulas and rule-based configuration; Self-service and digital HR experiences.

Familiarity with Oracle reporting tools (OTBI, BI Publisher).

Strong analytical, problem-solving, and communication skills.

Experience working in Agile or iterative delivery environments.

Oracle Cloud HCM certifications.

Experience supporting post-production or platform operations.

Familiarity with enterprise integration platforms (e.g., Boomi).

Experience with legacy HCM systems (e.g., PeopleSoft HCM).

Experience in public sector, government, or research environments.

Experience using Jira, Azure DevOps, or similar tools.

As a national laboratory, PNNL is responsible for adhering to the Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, which require new employees to obtain and maintain a HSPD-12 Personal Identify Verification (PIV) Credential. To obtain this credential, new employees must successfully complete the applicable tier of federal background investigation post hire and receive a favorable federal adjudication. The tier of federal background investigation will be determined by job duties and national security or public trust responsibilities associated with the job. All tiers of investigation include a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last 1 to 7 years (depending on the applicable tier of investigation).
