Job Overview

The Programmer Analyst 6 will work as a contract resource within the Department of Technology, Management and Budget (DTMB), supporting the Michigan Department of Health and Human Services (MDHHS) . This role functions in both developer and analyst capacities , providing ongoing maintenance, enhancements, and support for a variety of MDHHS enterprise applications.

Key Responsibilities

Design, develop, enhance, and maintain .NET-based applications supporting MDHHS programs

Build and maintain RESTful web services and Web APIs

Develop and maintain complex SQL queries and database operations

Implement functionality allowing secure document uploads via web applications

Participate in Agile / SCRUM sprint teams , including planning, development, testing, and retrospectives

Develop and execute unit and regression testing to ensure application stability

Collaborate with technical and business stakeholders to analyze requirements and deliver solutions

Required Skills & Qualifications

Required (Must-Have)

5+ years of experience with .NET Core 3.1 or higher (6.0 preferred) and C#

5+ years developing REST Web Services / Web APIs

5+ years of SQL development , including complex Select / Insert / Update statements

3+ years developing document upload functionality for web applications

5+ years working in Agile / SCRUM environments

5+ years using GIT-based source control

5+ years developing unit and regression tests

Experience with HTML5, CSS3, JavaScript, and jQuery

Preferred / Nice-to-Have

Experience building secure web applications , including protection against XSS and SQL injection

3+ years using Azure DevOps / TFS , including boards and repositories

Familiarity with SendGrid

Familiarity with Web Content Accessibility Guidelines (WCAG)

Experience integrating identity providers using OpenID Connect (OIDC) or SAML

Experience with Azure DevOps and / or Jira
