Director of Information Technology

Title: Director of Information Technology

Salary: $77,704.85 - $82,437.07 DOE

Job Objective: Responsible for overall planning, organizing, strategy, and execution of all IT functions for the City of San Juan. This includes directing all IT operations to meet departmental and user requirements as well as the support and maintenance of existing infrastructure, applications, software and development of new technical solutions. The Director of Information Technology oversees technical projects in alignment with organizational goals and directs the effective delivery of networks, development, and disaster recovery systems and processes.

Essential Job Functions:

  1. Provides leadership, vision, and management to the Department of Information Technology.
  2. Leads strategic technological planning to achieve City's goals by prioritizing technology initiatives and coordinating the evaluation, deployment and management of current and future technologies.
  3. Works with the City Commission, City Manager and Department Directors to assess and respond to IT needs.
  4. Collaborates with the departments to develop and maintain a technology plan that supports their needs.
  5. Ensures continuous delivery of information technology support through oversight of service level agreements with end users and monitoring of systems, programs and equipment performance.
  6. Responsible for the ordering, acquisition, inventorying, and disposition of hardware and software.
  7. Troubleshoots hardware and software issues and ensures issues are resolved efficiently.
  8. Manages, leads, and helps develop the IT staff.
  9. Holds departmental meetings to review strategic goals and initiatives, promotes team building, and works to provide growth paths for the IT staff.
  10. Provides continuous supervision, conducts periodical and ad-hoc performance appraisals, and delegates work assignments for all IT personnel.
  11. Assists in recruiting, hiring, and providing appropriate training for IT support staff.
  12. Oversees the development, design, and implementation of new applications and changes to existing computer systems and software packages.
  13. Serves as primary contact with outside vendors in the generation of RFPs, bids, contracts, agreements, and other major vendor interactions, systems operations and maintenance.
  14. Ensures the continual functioning of mission critical operations.
  15. Develops, reviews, and certifies all back-up and disaster recovery procedures and plans.
  16. Maintains and is responsible for the integrity and continual operation of the IT network including the wireless networks.
  17. Maintains and is responsible for the security and privacy of the information systems, communication lines, and equipment through regular backups, antivirus installations, system updates and enforcement of the City's cybersecurity policies and procedures.
  18. Regularly scan and evaluate the systems to find any potential risks, vulnerability and improvement opportunities.
  19. Log all service tickets and update tickets as needed to resolve them efficiently.
  20. Responsible in overseeing that new employees are up and running on the software they need to complete their assigned duties and/or tasks.
  21. Responsible in overseeing that all employees no longer employed are properly and efficiently removed from all City access.
  22. Responsible for issuing and recovering all necessary mobile devices.
  23. Maintains abreast of all updates to the City's computer systems, technology, software and ensures regulatory compliance as necessary.
  24. Responsible for the department's overall budget.
  25. Perform other related duties as assigned by the City Manager.

Equipment/Material: Microsoft Windows Environments, Internet Information Server and other applications. Experience with Microsoft Windows configuration, installation, maintenance, support and troubleshooting of TCP/IP, networks supporting VOIP telephony, microcomputers and other systems; system development, complex project management, knowledge of CISCO network hardware, wireless networks, Virtualization, client/server technology and Internet/intranets.

Working Conditions/Physical Demands: Works in a well-lighted, air-conditioned office with limited hazard to health or body; be exposed to some degree of physical exertion involving long hours on the computer; with some possible lifting of equipment. May have some unusual working hours (evenings and weekends); may involve occasional travel. Will work with IT staff, and will demonstrate an ability to resolve conflicts as well as instill and promote teamwork.

Education/Skills Required: Bachelor's Degree in Information Technology/Networking or any other related field from an accredited college or university with a minimum of four (4) years of experience in IT coordination/management and/or an equivalent combination of training and experience. The position requires a broad range of skills, from technical knowledge to understanding modern organizational practices. Technical expertise along with leadership and communication skills, plus a background in business management is essential. Management skills leadership, time management, sound judgment, initiative, flexibility, and detail orientation are required. Ability to effectively present information and respond to questions from the City Commission, City Manager, Department Directors, and the general public is required. Must also be able to define problems, collect data, establish facts, and draw valid conclusions is crucial. Requires analytical problem-solving and ability to explain complex technical concepts to non-technical users. Must have excellent grammar, writing and organizational skills. Must have a valid Texas driver's license with a satisfactory driving record, clear a background check and drug test.
