Departmental Overview
The ROTC/Military Affairs area at UC Berkeley oversees the University's Reserve Officers' Training Corps programs, which offer structured military education and leadership development in Army, Naval, and Air Force/Space Force officer commissioning tracks. These programs provide voluntary military science and leadership coursework, hands-on training, and scholarship opportunities that prepare enrolled students for commission as U.S. military officers while they complete their academic degrees. The department partners with campus units and external military entities to support student training, enrollment, and access to scholarship benefits, and serves as the campus point of contact for ROTC program coordination and policy-related matters.
Position Summary
The Information Systems Analyst 3 will provide comprehensive support for all technical and administrative needs across Military Affairs, Army ROTC, Navy ROTC, and Air Force ROTC departments. Key responsibilities include overseeing the design and maintenance of departmental websites, managing university-specific systems and IT assets, and ensuring technical and policy compliance across the supported departments.

Responsibilities
50% Technical Operations & IT Infrastructure
IT Asset Management:
Oversee the complete lifecycle management for all IT hardware, maintaining a precise inventory of physical assets, including up to 20 active workstations for faculty and staff, high-capacity network printers, and peripheral equipment. Coordinate surplus and salvage operations in compliance with university policy.
Ensure all asset installations, updates, and replacements rigorously adhere to university system requirements while also meeting the unique, stringent security and operational requirements specific to each of the three Department of Defense (DoD) components.
Technical & Network Support:
Oversee frontline technical support for user and network issues, ensuring seamless compatibility and functionality between Department of Defense (DoD) systems and the university network infrastructure.
This involves providing general and specific software support to faculty and staff and to facilitate daily operations.
Key responsibilities include installing and troubleshooting specialized military applications-many designed for DoD systems and ".mil" domains not natively compatible with standard ".edu" networks-as well as supporting commercially procured and university-provided software.
This role specifically requires expertise in Public Key Infrastructure (PKI)/Common Access Card (CAC) support and DoD certificate management.
The manager will provide comprehensive network support for department assets physically located on the University Network, as well as support for remote assets requiring secure access to the university's infrastructure.
General IT Support:
Act as the first point of contact for all three ROTC programs regarding any computer issues, including finding solutions for new installations, setups, and general troubleshooting.
This includes setting up new staff members with necessary systems and equipment.
25% Systems Administration
University Systems Administration: Administer multiple online collaborative platforms, including Berkeley CalShare (SharePoint), Box, Google Workspace for Education sites, and various other university-specific systems used by the military services departments.
15% Website Development and Maintenance
Website Development and Maintenance:
Oversee the design, updates, and maintenance of three independent websites supporting the ROTC programs under the Military Affairs umbrella.
This responsibility requires proactively learning new content management systems (CMS) and leading website rebuilds to ensure ongoing compliance with UC Berkeley system-wide policies and accessibility standards.
10% Compliance Oversight
Compliance Oversight:
Ensure all departmental systems and personnel adhere strictly to University policies regarding information systems usage and security.
This role also involves assisting with Department of Defense (DoD) policy compliance requirements, including facilitating semi-annual inspections and conducting system scans to prevent improper storage of Personally Identifiable Information (PII) or other sensitive data.
Required Qualifications
System Administration: Proven experience as a system administrator for enterprise-level or university systems (e.g., SharePoint, Box, access control systems).
Website Management: Demonstrated experience in website development and maintenance, including adapting to new platforms and rebuilding sites based on policy changes.
IT Asset Management: Strong knowledge of IT asset lifecycle management, including managing workstations, and peripherals.
Technical Support: Excellent problem-solving skills and a history of providing broad, effective technical support to end-users with varying levels of technical expertise.
Financial Acumen: Experience with financial management and budgeting, including processing financial transactions and managing funds.
Interdepartmental Coordination: Ability to act as a liaison and coordinate effectively with multiple university departments and external agencies.
Leadership & Organization: Strong organizational skills and proven leadership abilities to manage multiple responsibilities simultaneously and mentor staff.
The ideal candidate is a proactive problem-solver possessing a broad technical skillset, coupled with strong organizational and proven communication abilities.
Bachelor's degree in related area and/or equivalent experience/training.

This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, analysis of internal equity, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience.
This is a full-time (40 hours/week), career position that is eligible for UC Benefits.
This is an exempt monthly-paid position.
