Job description

Job Title

The role involves a variety of responsibilities including analyzing contractor proposals, preparing government cost estimates, and participating in contract negotiations.

Duties

The duties include:

  • Analyzing contractor proposals for fairness and completeness.
  • Preparing government cost estimates for change orders and modifications using established cost estimating software and data.
  • Assisting in developing technical analyses and pre-negotiation objectives by comparing contractor proposals to government estimates and identifying discrepancies.
  • Participating in negotiations with contractor personnel on contract modifications.
  • Researching and analyzing contractor claims to determine their relationship to contract requirements and assisting in preparing the government's position on claims.
  • Managing the input of contract modifications into the Army Contract Writing System (ACWS) and the Resident Management System (RMS), ensuring information is current and accurate.
  • Coordinating with Resident Office personnel to resolve discrepancies and ensure timely processing of contract actions.
  • Monitoring office reports and activities, such as change order logs and claim status reports, to identify overdue items or potential problem areas, and bringing these to the attention of the Branch Chief.
  • Monitoring contract progress as represented by contractor-prepared progress charts and network analysis systems.
  • Preparing and reviewing monthly partial payment estimates to ensure they accurately reflect work completed. Gathering and consolidating contract data for various reports and memoranda as required by the District or Area Office.
