[job_card.job_description]

At Murmuration, we believe that America’s promise is shaped and reshaped by the best ideas and ideals of its communities, and the dreams of the people who believe in a better life for themselves, their families, and each other.

We help organizations build power in their communities in four key ways: we organize a network of values-aligned partners; we provide deep, data-driven insights into people, places, and perspectives; we develop tools that make organizing and engagement easy and more effective; and we offer services that strengthen our partners’ capacity to lead change in their communities.

We envision an America where every community has what it needs to help people lead healthy, free, and dignified lives. We work to redesign the systems and structures we all depend on — how we learn, live, govern, and solve problems — so that they are just, equitable, resilient, and rooted in shared responsibility. By strengthening the ties that hold communities together, we aim for civic life defined by collective action and care, with effective leadership that truly represents everyone.

We are a collaborative, curious, and creative team of organizers, scientists, teachers, technologists, campaign veterans, and more who share the unwavering belief that we can use our gifts in service of transforming America — together. We’ve built our team guided by the belief that the whole is greater than the sum of its parts. And so we support each other relentlessly — rallying together to face challenges the same way we celebrate each other’s wins.

About the Position

Do you ever find yourself combing through free, public data for no reason other than your baseline curiosity? Maybe you downloaded your dating app data or plotted a map of all the bodegas in New York City just because you could. You believe that high-quality data can be a force multiplier for people organizing for change, and you occupy the connective space between data infrastructure and the people who depend on it, anticipating needs, resolving issues, and continuously improving how data supports civic work.

As a Data Manager, you'll be one of the primary people responsible for our core data product, Atlas. You'll work with our Research, Data Science, and Product Teams to strengthen our data pipelines, enabling increased coverage, quality, and timeliness of data that supports our partners' electoral, organizing, and advocacy efforts. Your day-to-day work will include building data models, running operational data processes, documenting requirements, implementing data and code fixes, and supporting downstream consumers. You'll also help prioritize enhancements and improvements to the tools and methodologies we use.

This role is for expert problem solvers familiar with modern databases and SQL who can dig into data requirements, discrepancies, and mysteries. We'll rely on you to constantly hunt for issues rather than waiting to be reactive.

Job Level P3

What You'll Do

  • Steward core data assets: Maintain and steward the data that powers Atlas. Contribute to pipelines and infrastructure alongside engineers, and own data quality and integrity long-term.
  • Design data models: Develop and maintain foundational data models, tables, metrics, and transformations that serve as source of truth for the data product.
  • Be the data expert: Develop deep expertise in the civic data that powers Atlas, including metadata and data contracts. Understand what partners and internal teams need, and find ways to make data more accurate, accessible, and usable.
  • Support data consumers: Help researchers, product owners, and other downstream consumers understand data logic and how data flows through Atlas. Build relationships across teams to ensure collaborative problem-solving.
  • Resolve data issues: Investigate and fix issues when they arise, coordinating with internal stakeholders and external parties (e.g., data vendors, technology partners, etc.).
  • Improve operations: Proactively identify opportunities to enhance data quality, coverage, or timeliness. Find ways to make data processes more efficient and implement improvements to tools and methodologies.

Requirements

  • 3+ years of experience in a data-focused role with demonstrated ownership over complex datasets or data products;
  • Experience with civic, election, or government data, including datasets containing PII;
  • Experience working geospatial data; familiarity with large datasets containing ragged hierarchies and complicated historical perspectives;
  • Familiarity with ELT/analytics engineering patterns (e.g., dbt, dimensional modeling, data contracts);
  • Proficiency in SQL, including complex queries and large dataset manipulation;
  • Proficiency in Python or other scripting languages;
  • Strong problem-solving skills and ability to manage multiple concurrent priorities; and
  • Strong communication skills with the ability to work effectively with internal teams and data consumers to help drive data strategy and collaborative partnerships.

Nice-to-haves

  • Experience executing community or political outreach efforts on a significant scale;
  • Experience implementing data quality control best practices with both internal and external stakeholders;
  • Experience training stakeholders how to understand and utilize different types of data;
  • Familiarity with cloud-based data tools or infrastructure (e.g., AWS);
  • Experience using AI-assisted tools to enhance development workflows;
  • Comfort working with semi-structured or unstructured data sources; and/or
  • Experience contributing to multi-project or program-level initiatives.

Talented Data Managers come from all walks of life and career paths. If you are passionate about civic engagement and technology, please apply, even if you do not check every box!
