Job description

Human Resources Coordinator

The Human Resources Coordinator supports a broad range of human resources functions including, but not limited to: recruitment, employee relations, benefits and leave administration, HRIS, workers' compensation and safety in compliance with policies and procedures, state, federal and other regulations. Although they may have a primary function assigned, they are expected to be able to perform across all functions and duties and may, at times, be asked to perform tasks under multiple functions. This role serves as a key point of contact for employees and managers, ensuring timely, accurate, and professional HR support.

The HR Coordinator exercises sound judgment in assessing personnel matters, appropriately escalating issues based on risk, complexity, and organizational impact. This position requires strong attention to detail, confidentiality, and the ability to operate effectively across multiple HR functions in a fast-paced environment.

Coordinator: Entry to Intermediate Level; Performs a broad range of HR duties under close to moderate supervision. Performs simple to complex transactional tasks, data entry, and customer service support while developing and applying knowledge of HR laws and policies.

Senior Coordinator: Advanced level; Operates with a high degree of independence, handling complex and sensitive HR matters. Serves as a resource to staff and managers, and exercises advanced judgment in decision-making and issue escalation. Works with program management on interpretation and administration of organization policies and procedures.

Assist in the fulfillment of the Organization's vision and mission.

Collaborates with HR staff to ensure smooth workflow and communication.

Assists with any of the following: development, implementation, administration, and communication of HR policies, procedures and practices.

Provides information and support to managers and employees in a professional manner.

Researches, compiles, and verifies data for reports, audits, and special projects.

Assists in responding to and resolving employee concerns and issues.

Responds to employee and management inquiries related to benefits, leaves, compensation, recruitment, safety, workers' compensation, records, policy, and any other HR-related matters.

Provides administrative support with occasional front desk coverage, and form/templates and intranet updates.

Exercises sound judgment in assessing workplace issues and appropriately escalates matters to HR Management based on risk, complexity, and organizational impact.

HR functions, which the HR Coordinator is expected to perform, are broken down as follows:

Recruitment Duties:

Works with program management and hiring managers to support recruitment processes such as posting requisitions, scheduling interviews, making job offers and generating offer letters, conducting reference checks, and coordinating start dates.

Collaborates alongside IT and HRIS teams to create initial network accounts and other employer logins.

Hosts and coordinates New Hire Orientation and is responsible for collecting, compiling and appropriately processing and filing new hire documentation (I9s, policy acknowledgement signatures, payroll forms, etc.)

Responsible for training hiring managers in the hiring process and interviewing protocols.

Attends job and resource fairs; assists in coordination of organization recruitment events.

Employee Relations Duties:

Supports workplace investigations under the direction of HR Management.

Supports mediation facilitation and documentation for individuals and/or program/department.

Conducts initial intake of concerns or complaints. Escalates complex or sensitive complaints to HR Manager or HR Officer. May assist with interviews of witnesses or other external stakeholders.

Schedules employee relations interviews and assists with documentation and note taking as needed.

Works with HR Management to create interview questions and conduct investigations under supervision.

Coordinators shall support positions within unionized environment with the consistent application of Collective Bargaining Agreements (CBAs), while appropriately escalating labor relations matters to HR Management. Provides guidance to employees and managers on basic provisions of applicable Collective Bargaining Agreements (CBAs), referring complex interpretations to HR Management.

Processes and tracks performance management documents such as corrective action and Performance Improvement Plans to help ensure consistent and equitable practices across the organization.

Assists with conducting trainings on Policy to programs and departments and helps the respective HR Manager ensure annual trainings, such as Sexual Harassment trainings, are conducted.

Assists in production of compliant documentation for involuntary separations.

Supports management with tracking conflict of interests and assists with developing mitigation plans with department/program management.

Assists with development and administration of Employee Engagement surveys.

Assists with development and administration of Fresno EOC Personnel Polices and Procedures.

Provides administrative support for employment-related legal cases.

Conducts site visits to maintain presence and provide employee support.

Benefits & Leave Administration Duties:

Assists with benefits enrollment and employee support.

Helps coordinate benefit activities such as open enrollment, wellness events and activities, and retirement information sessions.

Processes leave requests (FMLA, CFRA, etc.) including documentation, designation, tracking, follow up and return-to-work procedures.

Processes (ADA) workplace accommodations including documentation, designation, tracking, implementation, follow up and return-to-work procedures.

Escalates complex leave, ADA and other cases to HR management.

HRIS Duties:

Processes personnel actions such as new hires, separations, promotions/demotions, rate changes, performance evaluation and corrective action document tracking.

Generates reports and audits data to ensure system accuracy and completeness.

Assist with development of HR-related forms and assists with HR Intranet page oversight.

Collaborates to update and maintain validation tables (list and lookup values), and system functionality to ensure systems support organization needs.

Responds to simple user issues such as assisting with account registration and resetting accounts.

Assists with implementation and training of new HRIS systems including new platforms, new Learning Management Systems, etc.

Assists HR Manager with editing, monitoring and development of job descriptions and compensation tables.

Assists the HR Manager with compensation studies as needed.

Metrics & Reporting Duties:

Maintains and updates HR dashboards and tracking tools to ensure accurate and timely reporting of workforce activity for assigned function(s).

Generates standard reports and compiles workforce data for HR leadership and program management as requested.

Provides routine data summaries and supports programs in understanding basic workforce trends.

Reviews HR data and reports for consistency with established policies and procedures, identifying discrepancies and escalating concerns as appropriate.

Supports audits, compliance reviews, and special projects by gathering and organizing HR data.

Worker's Compensation & Safety Duties:

Performs workers' compensation case management duties from injury through return to work and case closure, including leave management; provides information to employees regarding workers' compensation benefits.

Prepares and files workers' compensation claims; prepares statistical analysis of workers' compensation claims as requested; performs follow-ups on workers' compensation claims as necessary.

Coordinates interactive process and communicates professionally with injured employees, program management, clinics, adjusters, brokers and third-party administrators.

Responds to requests including but not limited to: check detail reports (wage summary reports), subpoenas, first aid invoices, and claim audits.

Serves as a liaison between the insurance companies and the employees and the organization, respectively.

Serves as a point of contact between medical providers and the employer.

Supports organization safety programs by: assisting with safety incident reporting, coordinating safety trainings, helping identify and report workplace hazards, distributing safety communications/materials to programs and staff, participating in safety audits/inspections/investigations and being an active member of the organization's safety committee.

Assists the respective HR Manager with conducting workplace safety investigations, alongside the Employee Relations team (when applicable), and ensures appropriate record-keeping. Also provides support with CAL-OSHA/ OSHA-related compliance, recordkeeping, reporting, and trainings.

May, on occasion, conduct site visits for workers' compensation and/or safety assessments.

All Coordinators:

Serve as a primary point of contact for HR-related inquiries.

Provide accurate guidance on policies, procedures, and HR processes.

Assigns trainings to staff in LMS as required or assigned.

Exercise sound judgment in identifying and escalating sensitive or high-risk issues.

Maintain a friendly and professional atmosphere. Represent Fresno EOC in a positive and professional manner at all times.

Assists with departmental special projects, assignments, or events.

Attends training and meetings pertaining to program needs
