ROLE OVERVIEW
Join Mainframe Solutions as a Chief Estimator leading the pursuit and pricing of complex underground utility and wastewater infrastructure projects across the Houston market. This role is responsible for overseeing the full estimating lifecycle, ensuring each bid is technically accurate, risk-adjusted, and financially aligned.
You will play a key role in shaping project outcomes from preconstruction through handoff, with direct impact on margin, project selection, and company growth.
PROJECT FOCUS
• Underground utilities (water, sewer, storm systems)
• Wastewater treatment plant (WWTP) projects
• Municipal and public works infrastructure
• Site development and utility infrastructure
CORE RESPONSIBILITIES
• Lead the full estimate lifecycle for utility and infrastructure projects
• Analyze geotechnical reports and site conditions to identify risks (rock, groundwater, conflicts)
• Review subcontractor and vendor pricing for complete scope alignment
• Prepare detailed cost estimates across labor, materials, equipment, and overhead
• Lead final bid reviews with executive leadership to validate margins and strategy
• Partner with Project Managers during buyout to ensure seamless transition
• Maintain relationships with subcontractors, vendors, and clients
• Monitor market trends to ensure competitive and informed bidding
TEAM LEADERSHIP
• Lead and mentor a team of estimators to ensure consistency and accuracy
• Establish standards for estimating processes and deliverables
• Support team development and performance across multiple bids
QUALIFICATIONS
• Extensive experience in heavy civil or underground utility estimating
• Strong background in wastewater, utilities, and infrastructure projects
• Proven ability to manage multiple bids and deadlines simultaneously
• Strong analytical and cost evaluation skills
• Effective leadership and team management capabilities
• Strong communication and stakeholder coordination skills
TECHNICAL CAPABILITIES
• Proficiency in estimating software and digital takeoff tools
• Ability to interpret utility profiles, grading plans, and municipal specifications
• Strong understanding of OSHA trench safety standards
• Experience evaluating risk related to soil conditions, utilities, and regulations
• Negotiation skills for securing competitive pricing across materials and subs

• Base Salary: $140,000 – $170,000
