Job description

Engineering Manager

As an Engineering Manager at Premera, you will lead a team of mobile engineers responsible for architecting, delivering, and supporting high-quality mobile applications that serve both our customers and internal users. You will combine strong people leadership with technical depth to drive reliable, secure, and customer-centric mobile solutions in a regulated healthcare environment.

This is a hybrid role, located on our campus in Mountlake Terrace, Washington.

What You'll Do

  • Hire, mentor, coach, and lead a team of mobile engineers delivering iOS and Android applications built with React Native, aligned to both short- and long-term business goals.
  • Own delivery and operational excellence for consumer-facing and internal mobile applications, with accountability for reliability, performance, security, and user experience.
  • Guide the team across the full mobile application lifecycle, from ideation and design through development, testing, release, and ongoing support.
  • Mature Mobile DevSecOps practices, including CI/CD pipelines, automated testing, secure code scanning, and app store release automation.
  • Champion modern mobile engineering practices such as component-based architecture, automated testing, configuration as code, and consistent release processes to improve quality and time to market.
  • Lead with a strong customer focus, ensuring mobile experiences are intuitive, accessible, performant, and aligned to user needs across platforms.
  • Drive data-driven culture using mobile telemetry, analytics, crash reporting, performance monitoring, and operational metrics.
  • Partner closely with Product, UX, Solution Architecture, Security, Platform, and Operations teams to align priorities and deliver outcomes.
  • Identify and execute technical priorities including platform upgrades, dependency management, OS compatibility, and technical debt reduction.
  • Act as a technical and business leader, contributing to vendor selection, RFPs, and vendor management related to mobile platforms and tooling.
  • Ensure adherence to Premera's Secure Development Lifecycle (SDLC), Agile practices, and engineering standards, with a strong emphasis on security, privacy, and compliance.
  • This role does not require day-to-day coding but does require strong technical depth to guide and step into a sprint to unblock the team with pull request reviews, comments, suggestions and helping reach delivery, and own engineering decisions.

What You'll Bring

Required Qualifications

  • Bachelor's degree in computer science or a related field, or 4 years of equivalent experience in information technology.
  • 6+ years of experience in application development or engineering, including prior team or program leadership experience.
  • Proven experience leading, mentoring, and developing high-performing engineering teams.

Preferred Qualifications

  • Hands-on experience delivering mobile applications using React Native.
  • Production experience building and supporting iOS and Android applications, including app store publishing and lifecycle management.
  • Proficiency with JavaScript/TypeScript, mobile architecture patterns, and state management.
  • Experience integrating mobile applications with backend APIs and cloud-based services.
  • Experience with cloud platforms (Azure preferred; AWS or Google Cloud acceptable).
  • Familiarity with mobile CI/CD pipelines, automated testing frameworks, and release management.
  • Experience working in large-scale, regulated enterprise environments.
  • Experience partnering with security, architecture, and infrastructure teams.

Knowledge, Skills and Abilities

  • Deep expertise in mobile application architecture, including React Native, performance optimization, and cross-platform tradeoffs, having successfully launched applications on both iOS and Android stores.
  • Hands-on experience building and operating applications in cloud and hybrid environments, leveraging public cloud platforms (Azure, AWS, Google) and modern hosting models (PaaS, IaaS, containers).
  • Strong understanding of DevSecOps practices, with experience implementing CI/CD and secure delivery pipelines.
  • Proven ability to use metrics and analytics to inform technical decisions and drive business outcomes.
  • Experience delivering customer-centric products in an Agile environment, partnering closely with product, UX, solution architecture, and business stakeholders.
  • Demonstrated success in planning, prioritization, and execution, balancing workloads while delivering high-quality results.
  • Proven capability to manage budgets, vendors, and partners effectively.
  • Strong communicator and collaborator, able to operate across teams and at all levels of the organization, including senior leadership.
  • Demonstrated ability to build, retain, and scale high-performing engineering teams
