Job Type: Contract 7 months
Openings: 2 openings same JD for both positions:
- 1 Full-Time position Regular full-time hours
- 1 Part-Time position Tuesday & Thursday, 10:00 AM4:00 PM
Work Authorization: USC and GC candidates preferred
C2C Rate: Around $55/hr
Position Overview
The State of Oregon, Department of Justice (DOJ), is seeking an experienced Business Analyst to support modernization initiatives within the Program and Project Management Office (PPMO).
The Business Analyst will support DOJ modernization initiatives by eliciting and clarifying business needs, documenting processes and requirements, assisting with solution assessment, and supporting testing and implementation.
The role will involve close collaboration with program staff, senior analysts, technical teams, and vendors to transform stakeholder input into clear, actionable documentation that guides project delivery.
Key Responsibilities
Business Analysis & Requirements Support
- Gather information through interviews, workshops, document reviews, and research.
- Translate findings into:
- Process diagrams
- User stories
- Business rules
- Functional descriptions
- Help maintain requirements traceability throughout the project lifecycle.
Documentation
- Draft and maintain current-state and future-state process maps.
- Develop and maintain SOPs, requirements summaries, and system documentation.
- Use approved templates and maintain consistent terminology across documentation.
Testing & Validation Support
- Prepare UAT test cases.
- Participate in UAT execution.
- Document test results.
- Communicate findings for review and resolution.
Training & Implementation Assistance
- Contribute to end-user training materials.
- Assist with train-the-trainer sessions.
- Observe workflow impacts and gather user feedback.
- Share insights to support user adoption and continuous improvement.
Other Responsibilities
- Perform other duties as assigned to support program objectives and timelines.
Required Qualifications
- Experience supporting large-scale modernization programs or enterprise initiatives.
- Familiarity with data governance, privacy, and security practices.
- Strong project/change management and facilitation skills.
- Experience facilitating:
- Workshops
- Consensus building
- Background working with relational or cloud-based data platforms.
- Ability to translate technical concepts for business audiences.
Target Candidate Profile
The ideal candidate is an experienced Business Analyst with a background in large-scale modernization or enterprise initiatives, strong requirements and process documentation skills, and experience working with business stakeholders, technical teams, and vendors.
Candidates should ideally have experience with UAT/testing, process mapping, change management, data governance/privacy/security, and relational or cloud-based data platforms.
