Job description

Resident Engineer/Construction Manager

Own Your Future at Psomas Join a 100% employee-owned firm built for long-term thinking, shared success, and meaningful impact.

As our Resident Engineer/Construction Manager for our Construction Management Team in Northern California, you will manage the construction of public works infrastructure projects in Chico, the Northern Sacramento Valley, and surrounding areas. Working as an owner's representative, you will help clients navigate decisions, and keep teams aligned from pre-construction through closeout. Your leadership will help keep these projects compliant, aligned with quality standards, safely constructed, and built to serve the people who rely on them every day.

Why Psomas

  • Shared Success: An ownership culture that rewards long-term thinking and doing what's right.
  • Retirement Benefits: Company-funded ESOP + 401(k) with immediate match.
  • Career Growth: Clear pathways, coaching, and leadership development.
  • People-First Culture: Collaborative teams that invest in your development.
  • Meaningful Work: Community-impact projects plus ways to give back.

What You'll Do

As our Resident Engineer/Construction Manager, you'll manage day-to-day field activities, contract administration, project documentation, and stakeholder coordination on projects that may include roads, water/wastewater, bridges, structures, and capital improvements. Regular project-site presence is required, so candidates must live locally or be able to commute to sites across the region.

  • Support Successful Project Starts: Provide pre-construction services including bid-ability/constructability reviews, pre-construction meetings, and bidding services.
  • Oversee Documentation Management: Provide contract administration, review contractor schedules, respond to contractor claims, RFIs, submittals, and change orders.
  • Represent Owner Interests: Monitor field activities and contractor performance for compliance with approved plans, specifications, budget, schedule, safety expectations, and quality standards.
  • Keep People Connected: Coordinate with clients, owners, contractors, design teams, inspectors, subconsultants, utilities, and agencies while leading project meetings.
  • Solve Field Challenges: Address field issues, potential change orders, schedule impacts, and project risks with a fair, practical, solutions-focused approach.
  • Guide Field Teams: Coordinate inspectors, materials testing resources, subconsultants, and field staff to support accurate documentation and successful project delivery.

Required Qualifications

  • Bachelor's degree in Civil Engineering, Construction Management, or a related field.
  • Active California Professional Engineer (PE) license. Candidates with a Certified Construction Manager (CCM) designation and/or an Engineer in Training (EIT) certification with equivalent directly relevant experience and the ability to obtain licensure may also be considered.
  • Prior experience supporting construction management, resident engineering, and/or owner's representative services for public works or heavy civil infrastructure projects.
  • Knowledge of construction administration, contract documentation, RFIs, submittals, change orders, claims, schedules, and project controls.
  • Proficient using Microsoft Office Suite, Bluebeam, and construction management software.
  • Demonstrated ability to build client relationships and support pursuit efforts for future CM opportunities.
  • Valid driver's license, reliable transportation, and ability to travel between project sites and offices.
  • Ability to work on active construction sites, including field offices, uneven surfaces, varying weather, and common construction hazards.

Compensation & Benefits

  • Pay Range: $145,000 - $208,000 annually (commensurate with experience)
  • Vehicle Benefit: Auto allowance or company-provided vehicle
  • Incentives: Discretionary bonus and recognition programs
  • Time Off: 3-4 weeks PTO (depending on experience) plus 8 paid holidays
  • Total Rewards: Comprehensive medical, dental, and vision coverage for you and your family, along with employee ownership and retirement benefits

Our recruiting team reviews every application personally and will keep candidates informed throughout the process. If a candidate's background aligns with what we need, we'll reach out to discuss next steps.
