This recruitment will establish an open eligible list that will be used to fill current and future Procurement Buyer opportunities. The eligible list established may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

This recruitment will be open for a minimum of five (5) business days and will remain open until Tuesday, April 28, 2026, at 11:59 P.M. (PST). Qualified applicants are encouraged to apply immediately.

The County of Orange has an exciting opportunity for a Procurement Buyer. The current vacancy is within the Health Care Agency. The selected candidate will be responsible for conducting solicitations, negotiating contracts, contract management/administration, and obtaining the appropriate levels of approval from County Counsel, Risk Management, and the Orange County Board of Supervisors, as required. This position performs various procurement assignments, selects the appropriate solicitation method and prepares official documents, i.e., Invitation for Bid (IFB), Request for Qualifications (RFQ), Request for Information (RFI), or Request for Proposal (RFP).

Additional responsibilities of the Procurement Buyer include but are not limited to:

  • Conducting comprehensive reviews of bids and proposals to ensure compliance with County procurement policies, legal requirements, and solicitation specifications, including detailed evaluation of pricing structures, technical requirements, and the quality and suitability of goods and services offered.
  • Negotiating, developing, and executing contracts and purchase agreements in situations where formal competitive bidding is not required, applying sound judgment to secure best-value outcomes for the County.
  • Identifying, evaluating, and selecting qualified vendors and sources of supply by researching market conditions, assessing vendor capabilities, and ensuring alignment with County standards for quality, reliability, and cost-effectiveness.
  • Processing purchasing card (P-Card) and travel card transactions in accordance with established policies, ensuring proper documentation, compliance, and reconciliation of expenditures.
  • Drafting, finalizing, and issuing contract documents, including scopes of work, terms and conditions, and required attachments, while coordinating with internal departments to obtain necessary technical reviews, legal approvals, and signature authorizations.
  • Monitoring and managing existing contracts, including tracking contract timelines, assessing the need for rebidding, and preparing recommendations for contract renewal, extension, or modification based on vendor performance and operational needs.
  • Verifying and obtaining all required insurance certificates, bonds, and endorsements from vendors to ensure compliance with County risk management standards and contractual obligations.
  • Performing ongoing contract administration and contract management activities, including monitoring vendor performance, resolving issues, processing amendments or change orders, and ensuring adherence to all contractual requirements throughout the contract lifecycle.

Experience in public or private contract and/or procurement policies and practices within healthcare and/or information technology is preferred but not required.

In addition to the minimum qualifications, the ideal candidate will also have extensive knowledge, skills, and abilities in the following competencies:

Technical Knowledge | Technical Experience

  • Demonstrating experience in applying procurement principles, ethics, and best practices, and properly interpreting relevant Public Contract Codes, Government Codes and other Federal requirements.
  • Reviewing and interpreting specifications, scopes of work, and vendor quotes to verify accuracy, determine compliance with purchasing requirements, and support the selection of appropriate procurement methods
  • Conducting preliminary vendor research and performing basic cost and quality evaluations to assess supplier offerings, confirm pricing reasonableness, and provide informed recommendations that support efficient, cost-effective purchasing decisions.
  • Demonstrating the ability to determine the most appropriate solicitation method and develop complete, compliant procurement documents including Invitations for Bid (IFB), Requests for Qualifications (RFQ), Requests for Information (RFI), and Requests for Proposal (RFP) to support effective and transparent purchasing processes.

  • Communicating effectively with various levels of the organization, including vendors, staff, supervisors, and upper-level management.

Special Requirement Possession of a California Class C Driver's License is Required. Must obtain Deputy Procurement Agent certification within twelve (12) months of employment.
