Overview

Access and Visitation (AV) Grant Program funding from the U.S. Department of Health and Human Services. The JCCs Center for Families, Children & the Courts (CFCC) administers Californias allocation of these funds.

Responsibilities

The Senior Analyst serves as the Statewide Coordinator overseeing planning, management, evaluation, and implementation of the AV Grant Program. The role provides subject matter expertise to courts, service providers, partner organizations, and federal administrators, working closely with the Judicial Councils Family and Juvenile Law Advisory Committee, CFCC management, and justice partners.

The Senior Analyst oversees annual reporting requirements and acts as the primary liaison for superior courts, community-based grantees, and agencies addressing issues such as domestic violence, child abuse, mental health, and substance use. Responsibilities include grant management oversight, assessing training needs, designing curricula (including remote learning), maintaining program web content, and coordinating with courts, community agencies, and the legislature on grant-related matters.

About the Judicial Council

The Judicial Council of California is the policy setting body for the state court system and has constitutionally conferred statewide rule-making authority. This authority includes developing, advocating for, and allocating the judicial branch budget. A majority of Council members are California state justices and judges; however, the Council also includes lawyers, legislators, and court administrators.

By enhancing its role as a leadership, knowledge, and service resource for the judicial branch, the Judicial Councils staff organization seeks to continue to evolve as one of Californias most dynamic public service entities, focused on improving access to justice for all Californians by innovating and responding to the changing needs of the courts and the public. As a government body charged with improving the statewide administration of justice, the Judicial Council has multiple offices with diverse responsibilities relating to court policy and operations. As employees of the council, every member of staff should view and approach their work as one Judicial Council with a public service mission that is greater than the sum of its parts.

The Judicial Council strives for work life balance and includes substantial vacation and holiday time. The Judicial Council offers hybrid work arrangements for many positions. The successful candidate will be expected to work in person at the Judicial Councils Sacramento or San Francisco office at least two days per week, based on their office leaders direction, and reside in the area surrounding this location. To be eligible for Judicial Council employment and participation in the Judicial Councils Hybrid Work Program, a prospective or current employees primary residence / remote work location must be in the State of California and within a 150-mile driving radius of their assigned reporting location.

    Bachelors degree and four (4) years of analytical experience in program analysis, development, implementation, research, and / or evaluation.

    Possession of a bachelors degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., may be substituted for one (1) year of the required experience. An additional four (4) years of professional experience as noted above may substitute for the bachelors degree. Or, additional directly related experience and / or education may be substituted on a year-for-year basis.

    OR

    Masters degree in a directly related field for the assigned discipline, such as political science, public administration, statistics, mathematics, etc., that included qualitative and quantitative research, and one (1) year of analytical experience in program analysis, development, implementation, research, and / or evaluation.

    OR

    One (1) year in the Analyst classification with the Judicial Council of California or one (1) year of experience performing the duties of a class comparable in the level of responsibility to that of an Analyst in a California superior court or California state-level government entity.

    Desirable Qualifications :

  • Knowledge : California court system; Rules of Court related to supervised visitation; Supervised Visitation services; Family systems and child development; child custody divorce and separation and the impact on children; domestic violence and child exposure to domestic violence; child abuse, substance abuse and the impact on children, child development, and family systems.
  • Skills : Analyze training needs, problems and situations, and arrive at logical, appropriate and fair solutions; Design effective and appropriate training programs; Expertise in teaching adult learners.
  • Working knowledge of data management and visualization tools such as Qualtrics, R, or Power BI.
