Responsible for the development of the overall Real Estate Division budget, implementation and control of real estate funds for civil, military, and reimbursable (revolving funds) projects.
Research, compile, and summarize current and historical budget information and data, and provides to Real Estate Division managers, Corps Division offices, and Headquarters.
Establish controls for and monitors obligations and expenditures throughout the fiscal year, in support of the execution of the annual operating budget.
Recommend transfer of funds between object class and line-item accounts.
Participate in studies to determine the feasibility of adapting real estate systems and processes to total or partial automation, or to update programs to meet changing environments.
Perform analysis on proper level of cost detail required and initiates and administers programming activities.
Coordinate with Finance and Accounting personnel, negotiating overhead percentage required to meet nominal balance at end of each quarter, and accomplishing fiscal year closeout/balancing of the account.
