Program Manager

A Program Manager at HBK Engineering is a position that leads, supports, and directs teams consisting of senior/project managers, engineers, designers, and field personnel involved in the design, modification, analysis, and constructability of new and existing utility systems. This executive-level role involves leading teams to identify all project risks and develop mitigation strategies while working on challenging assignments that include investigating, troubleshooting, and solving a wide variety of engineering and construction-related issues. The position requires comprehensive oversight of multiple programs with responsibility for building and maintaining client relationships while managing, developing, mentoring, and evaluating resources and direct reports within the organization.

What You'll Do

  • Lead, support, and direct teams consisting of senior/project managers, engineers, designers, and field personnel involved in design, modification, analysis, and constructability of new and existing utility systems
  • Lead teams to identify all project risks and develop comprehensive mitigation strategies across multiple programs
  • Work on challenging assignments including investigating, troubleshooting, and solving engineering and construction-related issues
  • Prepare, review, and approve proposals, contracts, and cost estimates with executive authority
  • Lead efforts to ensure projects are completed satisfactorily, on time, and within budget while managing financials and metrics related to projects
  • Negotiate revisions, changes, and additions to contractual agreements with sub-consultants and clients
  • Manage, supervise, and schedule execution of programs with comprehensive oversight across multiple initiatives
  • Monitor productivity, quality, financial health, and progress of programs with executive-level accountability
  • Lead safety initiatives as needed by the organization and ensure program safety compliance
  • Report all project and program updates to clients and make recommendations based on professional education and experience
  • Build and maintain client relationships at the executive level for long-term strategic partnerships
  • Manage, develop, mentor, and evaluate resources and direct reports within the organization
  • Oversee project managers and their teams with comprehensive leadership responsibility
  • Travel as required for program needs and client engagement
  • Coordinate with area agencies, municipalities, and governing jurisdictions for program approvals
  • Utilize advanced proficiency in time and expense software for comprehensive program tracking
  • Lead engineering design teams through all phases of project designs with executive oversight.

What You'll Bring

  • Typically requires bachelor's degree from an accredited program (substitution of experience and confirmation of meeting qualifications may be extended to non-degreed individuals on case-by-case basis)
  • CAPM or PMP licensure recommended
  • 15+ years of relevant experience
  • Proficiency in Microsoft Office Suite required
  • Strong written and verbal communication abilities
  • Ability to work effectively in team and hybrid environments
  • Ability to work under time-sensitive deadlines
  • Proficiency in time and expense software for program management
  • Experience leading and mentoring less experienced staff
  • Utility design and/or coordination experience
  • Experience in leading an engineering design team through all phases of project designs
  • Familiarity with area agencies, municipalities, and governing jurisdictions

  • Pay range: $100,000.00 to $145,000.00 annually, commensurate with experience. The expected compensation range for this position is displayed in compliance with all local/state regulations. The expected compensation range for this position is based on a number of factors, including but not limited to: individual education, qualifications, prior work experience and work location. The total annual compensation package will consist of a base salary and the potential to participate in our discretionary annual incentive bonus program.

Compensation Range

The anticipated compensation for this position is USD $100,000.00/Yr. - USD $140,000.00/Yr. depending on experience and qualifications.
