Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • Sets strategy and direction relating to the implementation and execution of program management capability and support. Plans, coordinates, and integrates activities of TE/GE programs and projects. Performs critical program and project support and review and analysis across a broad spectrum of issues, such as digital services, technology, modernization, internal and external audits, media requests, requests under the Freedom of Information Act, workforce recruitment, hiring, training, and retention. Applies technical knowledge of planning, programming, budgeting, operating division methodologies, and execution to the integration and execution of TE/GE directed actions and stationing initiatives that impact programs and services. Develops goals and objectives, establishes priorities and milestones. Supports project teams in applying program and project management standards and processes in the development and implementation of initiatives supporting TE/GE. Reviews program execution, assesses and evaluates effectiveness of operations and support relationships, and recommends program changes. Coordinates initiatives and actions across the business units, division, and staff. Ensures that training, leader development, resources, organizations, personnel, and facilities are fully considered in support of managing change. Keeps the Manager and Leadership informed of actions and progress. Conducts analytical research and studies to evaluate and address directorate program progress, trends, and deficiencies. Reviews and analyzes information management programs/objects to identify actual or potential problem areas or trends and recommends changes in program operations and adjustments in resources utilization to improve them. Develops leading practices, techniques, and tools for program and project planning, execution, program and project management, ongoing milestone/deliverable tracking, communication, and key performance metrics.
  • Formulates and clearly articulates TE/GE business unit positions on complex, interrelated, and sensitive issues to senior officials within TE/GE and/or the IRS. Determines, formulates and represents TE/GE segments and business units in meetings with senior leaders and staff providing position information and explanation of issues and proposed solutions via memorandum, reports, informal briefings, and formal briefings. Provides continuing guidance, program and project reviews, and recommends adjustments to the scope of projects and programs, in executing and implementing approved initiatives, programs, and projects. Exercises a broad range of sound management principles and judgment in the analysis of unique problems and issues pertaining to program activities and impact. Researches, analyzes, quantifies, develops, validates, justifies, and articulates clearly background data and documentation which are used in senior leader decision briefs. Works with senior level staff in: Headquarters, Shared Services, Exempt Organizations, Government Entities, Employee Plans, and Compliance Planning and Classification personnel to evaluate program success and opportunities for improvement. Analyzes and assesses available information, prevailing attitudes, and options to enable effective and efficient programs. As required, ensures administrative goals and objectives in planning courses of action are consistent TE/GE policy.
  • Develops methods, criteria, and policies to be applied to all transformation and program activities, using extensive initiative and resourcefulness, as well as an overall understanding of the posture within TE/GE in developing sound policy consistent with Service wide direction and guidance. Extrapolates existing methods and procedures to future requirements on a frequent basis in developing a timely and executable plan. Assesses the impact of change, transformation, and realignment on TE/GE programs and develops recommendations that may impact organizational structure, systems, and/or utilization of personnel. Resolves problems. Provides informal guidance and direction on assigned areas of expertise. Establishes overall milestones, conducts meetings, and consolidates staff comments. Utilizes an expert knowledge of program and project management standards, processes, tools, and techniques, transformation activities, and change management to ensure the integration of all programs in support of delivery of services and enforcement.
