PROGRAM DESCRIPTION

The Hartford Transitional House (HTH) provides men with a supervised structured, residential environment that is safe and supportive. HTH is a stable atmosphere that enhances the efforts of the residents and staff to effect positive changes in resident's behavior and decision making. The program promotes responsibility and accountability while reinforcing the values of tolerance, respect, cooperation, and concern during the men's stay, while meeting the needs of the referral source.

POSITION REQUIREMENTS

The Program Manager is responsible for overseeing the day- to- day operations of the Hartford Transitional House and staff. The Program Manager sets the program culture and tone, coordinating and collaborating with the AIC management team, managing complex decisions, building relationships and multi-tasking. The Program Manager also plays a role in ensuring that a strengths-based culture is embraced, that resident/program outcomes are consistently met, and that the program is positioned for success internally and externally.

A bachelor's degree in social service, criminal justice or counseling preferred. Equivalent work experience will be considered in lieu of bachelor's degree. Five years of management and three years of supervisory experience in criminal justice or social work system. Residential experience required. Knowledge of the court and probation system, and local community resources. Exceptional time management and communication skills (verbal, written, computer). Strong leadership, emotional intelligence, decision making, communication, interpersonal and organizational/prioritization skills are critical. Must have a valid driver's license and reliable transportation. Bilingual ability (Spanish/English) preferred.

ESSENTIAL FUNCTIONS AND BASIC DUTIES

  1. Commit to the agency mission and program goals.
  2. Promote a culture of respect, empathy, mutual support, belonging and work to eliminate any unconscious bias or discrimination in our beliefs, rules and systems.
  3. Oversee direction and management of residential program activities and staff, ensuring fidelity of program model.
  4. Provide ongoing leadership and supervision for direct reports.
  5. Oversee recruitment, hiring, development and retention of staff.
  6. Meet monthly with direct reports on an individual basis to review and discuss performance and professional development; ensure supervision occurs with all program staff.
  7. Lead and facilitate regular staff meetings.
  8. In collaboration with the AIC management team, facilitate Service Team Meetings.
  9. Participates in the development of resources and staff to support the program and CPA's cultural responsiveness and multi-lingual capacity.
  10. Ensure program compliance with contract and funder requirements.
  11. Adhere to PREA Standards and ensure PREA compliance.
  12. Conduct unannounced site visits in accordance with the policy.
  13. Develop and help to implement procedures and policies regarding supervision and monitoring of residents.
  14. Ensure facility safety, appearance and cleanliness meet required standards.
  15. Ensure safety drills (e.g., fire drills) and facility searches occur according to a clearly defined schedule.
  16. Mediate, advocate, assist and resolve resident problems, conflicts and issues in accordance with policies and procedures.
  17. Facilitate House meetings on a regular basis.
  18. Discuss residents' behavioral issues with case managers and present at Weekly Service Team meeting.
  19. Attend monthly AIC Leadership meetings.
  20. Serve as primary contact for JBCSSD Contract Monitor
  21. Maintain clear and open communication/collaboration with referral sources/funder network.
  22. Ensure program is in regular contact with referral source.
  23. Share on call responsibilities for after-hours emergencies and needs with Assistant Program Manager.
  24. Manage CDCS queues in collaboration with Assistant Program Manager, ensuring accuracy of client data and timely reports submission.
  25. Participate in Quality Assurance reviews as required
  26. Run CDCS reports weekly and respond accordingly to any issues.
  27. Conduct file reviews in a manner consistent with program, agency and funder guidelines
  28. Transport clients as needed.
  29. As needed, solicit resident satisfaction feedback.
  30. Manages and maintains fiscal resources in collaboration with Program Operations Director and Chief Financial Officer.
  31. Oversees use and maintenance of CPA property (building, vehicles, computers, etc.).
  32. Participates in monthly Manager Meeting and engages in leadership opportunities.
  33. Assume AIC Program Manager duties as requested.
  34. Represents the agency/program at the request of the Program Operations Director.
  35. As appropriate, collaborates with Human Resources Director and Program Operations Director on employment matters including recruiting, hiring, promotions/transfers, performance management and terminations.
  36. Ensures staff compliance with CPA policies and procedures regarding professional behavior, attendance, attire, etc.
  37. Remains current on research and literature reviews with “what works” in changing offender behavior and recidivism reduction.
  38. Participates in related seminars, panels and workshops to enhance professional development and visibility of agency.
  39. Performs all other duties as required.
