Infrastructure Program Manager

PSE's Major Projects team is looking for qualified candidates to fill an open Infrastructure Program Manager position! Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

Job Description PSE is looking for an Infrastructure Program Manager to oversee the development of a new solar facility in Kittitas County. In this role, the Program Manager works in conjunction with Construction Management, EPC contractors, the Energy Delivery team, and will lead the project from development handoff through commercial operation date. They will need to be diligent in providing regular project status updates, KPIs, and maintain the project budgets, schedules, forecasts, and risk registers. The Infrastructure Program Manager serves as a key representative of Puget Sound Energy with regulatory agencies, municipalities, media representatives, customers, community stakeholders, and the public. They will participate in contract preparation, reviewing and approving change orders and invoices, and review The Program Manager will be office-based in a PSE facility (hybrid schedule) but regular overnight travel to remote job sites for monthly in-person meetings will be required. Travel is estimated to be one week per month. All PSE employees are expected to uphold the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities and promote and support a culture of total safety. Additionally, employees need to demonstrate commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. All duties are to be performed in accordance with all regulatory compliance obligations. This job is considered "safety sensitive" as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities

  • Develop and maintain integrated master schedules.
  • Identify critical path activities and recovery opportunities.
  • Monitor engineering, procurement, permitting, interconnection, and construction milestones.
  • Coordinate schedule alignment among developers, EPC contractors, utilities, and equipment suppliers.
  • Lead schedule risk assessments and mitigation planning.
  • Serve as the primary point of contact between project stakeholders and executive leadership.
  • Manage project CAPEX budgets and contingency.
  • Review EPC payment applications, invoices, and change orders.
  • Track budget commitments, expenditures, forecasts, and project cash flow.
  • Evaluate and negotiate claims, contract amendments, and commercial disputes.
  • Implement cost control and change management processes.
  • Coordinate design reviews at 30%, 60%, 90%, and IFC stages.
  • Review key engineering deliverables for compliance with project requirements.
  • Ensure compliance with applicable codes and standards.
  • Coordinate owner engineering reviews and technical due diligence.
  • Develop and maintain a project Risk Register
  • Lead risk workshops and mitigation planning.
  • Escalate critical issues and decision points to management.
  • Monitor permitting, environmental, supply chain, and construction risks.

Minimum Qualifications

  • Bachelor's degree in Electrical, Mechanical, or Civil Engineering or equivalent combination of education and experience
  • Eight years of experience managing complex major projects and project budgets.
  • Demonstrated knowledge of team management and communication techniques to bring about agreement between divergent points of view.
  • Ability to write clear, concise and direct narrative and reports.
  • Advanced project management skills and training
  • Demonstrated knowledge of utility operations, standards, and construction practices
  • Demonstrated knowledge of estimating, materials, scheduling and project accounting
  • Excellent verbal and written communication and presentation skills and techniques, with an ability to express complex technical concepts in business terms
  • Demonstrated knowledge of techniques used to involve community members in development of project affecting their community

Desired Qualifications

  • Experience managing projects in excess of $100 million as an Owner or as a PM for a prime contractor.
  • Experience with utility scale generation projects especially Wind, Solar, or Battery Storage Systems.
  • Familiarity with common construction management collaboration tools such as Procore, Infinitrac, Newforma, etc.

The Schnebly Infrastructure Project Manager role is a project-based position tied to a specific capital project with a budget exceeding $75 million, currently scheduled for completion around Summer 2029, meaning your employment in this role will conclude when the project is completed. This assignment offers the opportunity to lead a significant, high-impact infrastructure project from start to finish. The pay range for this position is $124,600.00 - $207,400.00, and this position is eligible for annual goals based incentive bonuses. PSE offers a suite of benefits to our employees.
