Job description

Security Technical Program Manager

Fleet Data Centers designs, builds and operates mega-scale data center campuses. Fleet provides its customers with flexibility and predictability to meet their upside demand forecasts, addressing a key need in the market as traditional leased models are struggling to keep pace with the demand for new Cloud and AI infrastructure. Fleet is led by a team of industry veterans that have already made a lasting imprint on the evolution of global digital infrastructure and are committed and uniquely capable of upleveling data center development scale and operations in the face of rising demand. Fleet is well positioned to bring in-house design, engineering and operational capabilities to collaborate with customers on tailored solutions for campuses of 500MW+. This unique model enables Fleet to provide the world's largest and most sophisticated customers with a seamless extension of their own data center fleets with constant access to design innovation. Fleet is headquartered in Denver, Colorado, with satellite offices in Seattle, WA and Arlington, VA.

Fleet is seeking a Security Technical Program Manager to lead the planning, coordination, and delivery of physical security systems and security-related technical programs across our data center portfolio. This role will sit at the intersection of security, design, construction, operations, and vendor management, ensuring security systems are designed, installed, commissioned, and transitioned into operation in alignment with Fleet standards and site delivery milestones.

The ideal candidate will combine technical fluency in physical security systems with strong program execution, stakeholder management, and construction coordination skills. This person should be comfortable owning security scope across fast-moving projects, from design review through turnover, while helping Fleet scale security capabilities across a growing portfolio.

Job Responsibilities

  • Lead end-to-end delivery of physical security projects and technical programs supporting new construction, site expansion, retrofit work, and infrastructure changes across Fleet campuses.
  • Manage the security scope for systems such as access control, intrusion detection, video surveillance/CCTV, alarm monitoring, screening, and emergency response support.
  • Partner with Design & Engineering, Construction, Operations, IT/OT, EHS, and external vendors to ensure security requirements are incorporated into drawings, specifications, submittals, procurement, installation, testing, and closeout.
  • Review and coordinate technical design packages for security infrastructure, including schedules, device layouts, low-voltage pathways, panel locations, and interfaces with related building systems.
  • Drive project governance for security workstreams, including scope definition, RFQs, bid review, vendor onboarding, budget tracking, change management, punch resolution, turnover documentation, and lessons learned.
  • Serve as the technical program lead for security dependencies that affect broader site delivery, including coordination with related campus infrastructure and supporting systems.
  • Provide clear updates to leadership on schedule, budget, risks, blockers, and readiness across security initiatives.
  • Establish and track KPIs such as:
    • installation quality and defect rates
    • vendor performance
    • budget vs. actuals
    • schedule adherence
    • commissioning readiness
    • turnover and operational acceptance
  • Support site readiness by ensuring local teams have the documentation, training, and technical support required to operate and sustain deployed security systems.
  • Evaluate emerging security technologies and recommend improvements that strengthen Fleet's physical security posture while remaining practical for a live construction and operations environment.
  • Influence cross-functional teams without direct authority and help align security priorities with Fleet's broader delivery and operational objectives.

Core Skills and Competencies

This role is designed for a fast-moving data center development environment with overlapping design, construction, infrastructure, and operational workstreams. The Security Technical Program Manager must be effective in managing multiple interdependent priorities, coordinating across internal and external partners, and keeping security deliverables aligned with broader project milestones.

The role requires sound judgment in environments with evolving site conditions, infrastructure dependencies, and schedule pressure. Success will depend on the ability to bring structure to complex work, identify risks early, and help teams make practical, timely decisions that support safe and secure project delivery.

  • Experience delivering or supporting physical security systems in a technical, construction, or critical infrastructure environment
  • Working knowledge of access control, intrusion detection, and CCTV/video surveillance systems
  • Experience coordinating vendors, integrators, installers, and cross-functional stakeholders
  • Ability to manage multiple projects simultaneously with strong attention to schedule, budget, and detail
  • Ability to read and interpret technical drawings, specifications, and construction documentation

Education and Experience

  • Experience in data centers, critical infrastructure, industrial facilities, or large enterprise campuses
  • Background in one or more of the following: physical security design, security systems deployment, security operations, construction management and/or technical infrastructure program management
  • Proficiency reviewing AutoCAD-based design packages or comparable construction/security design documentation
  • Experience with security platforms such as enterprise access control, video management, and alarm monitoring systems
  • Familiarity with commissioning, turnover, and operational readiness processes
  • Strong written and verbal communication skills with the ability to brief both technical and non-technical stakeholders
  • Demonstrated ability to influence decisions across teams, functions, and external partners
  • Certifications such as PMP, PSP, CPP, or CPTED are a plus

What Success Looks Like:

  • technically sound
  • delivered on schedule
  • well coordinated with construction and design partners
  • documented for turnover
  • scalable across a growing portfolio

The right candidate will bring structure to complex work, reduce delivery friction, and help ensure Fleet campuses are built with strong, reliable, and operationally ready physical security systems from day one.
