Job description
Program Management Specialist

The Opportunity:

As a programmanagement specialist, you know the complexities of supporting a project from concept to completion. Many programs require a significant investment of limited resources, and it’s imperative to keep the project on a productive path. That’s why we need you, an experienced programmanagement specialist who can help ensure success through careful analysis and effective communication.

On our team, you’ll implement and maintain organizational programs in support of the U.S. Army small business technology ecosystem. You’ll work with key stakeholders to review contracts and project cost accounting. You’ll help with tactical planning using resources like Microsoft Power Apps, Microsoft Power BI, or Web-based portals and regular interactions with Army partners, stakeholders, project managers, portfolio leads, operational staff, and small businesses.

The real impact of project management comes from communication to ensure the program achieves its goals and meets our quality standards. At Booz Allen, we recognize that we must continuously grow as a team to bring the best support to our clients, so here you’ll have all the resources to succeed. This is a chance to influence a meaningful mission while learning how to develop and maintain program strategy.

Work with us and ensure our critical Army innovation and technology initiative accomplishes its program goals within budget as we improve how groundbreaking technology reaches Soldiers.

Join us. The world can’t wait.

You Have:

  • 5+ years of experience supporting programmatic operations and workflows by collaborating with varied stakeholders, government leads, portfolio managers, technology developers, small business concerns, and technical teams to align priorities, resources, and task requirements

  • 3+ years of experience managing datasets and tracking metrics to ensure accurate updates, deliverables, or transitions to other federal acquisition programs, operational units, or the commercial market in coordination with information systems teams

  • Experience preparing high-quality leadership briefings, proposal reviews, status-tracking reports, and other programmatic updates to support

  • Experience applying stakeholder management practices that ensure timely communication across varied teams and align efforts with strategic objectives, including triaging critical leadership taskers and inquiries from external stakeholders

  • Experience in strategically managing and working with cross-functional teams, business process specialists, system administrators, and external coordinators to improve workflows and resolve system issues critical to program operations

  • Knowledge of federal processes, policies, and funding mechanisms that facilitate technology transition pathways and strategic resource allocation, including funding opportunities through SBIR/STTR Phase III, ManTech, and APFIT

  • Ability to coordinate 10+ concurrent projects, ensuring accurate tracking, timely updates, and workflow continuity between program areas

  • Ability to triage and prioritize complex and highly visible leadership inquiries or external stakeholder requests to align with program goals while advising on forward-looking strategies and meeting deadlines effectively

  • Secret clearance

  • Bachelor’s degree in Business Administration, Public Administration, Finance, or Economics

Nice If You Have:

  • 3+ years of experience supporting SBIR/STTR Phase III tracking and documentation for commercialization efforts funded outside the SBIR/STTR program, including leading coordination with contracting offices to ensure compliance with competition and transition requirements

  • Experience in technology maturation and manufacturing readiness principles along with programs like ManTech and TMI that support the fielding of innovative capabilities for the Army

  • Experience with the coordination of funding pathways, including matching customers and technology integrators to small businesses or other innovators

  • Knowledge of process improvement tools, such as Lean or Six Sigma, to refine intake workflows and optimize operational outputs

  • Knowledge of Army transition mechanisms, such as facilitating partnerships with Combatant Commands, Defense Agencies, or operational units using evaluation criteria like warfighter impact and sustainment readiness

  • Knowledge of information system workflows and automation processes aimed at improving intake cycles, tracking, and proposal review timelines

  • Knowledge of Army priority technology areas and aligning small business innovations with critical demands, improving transition outcomes across programs

  • Possession of excellent analytical skills for assessing key transition metrics and program performance metrics and identifying opportunities for optimization in collaboration with government, technology developers, and technical teams

  • Portfolio Management and Proposal Evaluation Methodologies Certifications
