Real Estate Analyst

Based in the Washington, D.C. Metro area, Pivot Path Solutions, LLC is a government contracting and business solutions firm that provides enterprise IT solutions, strategic and acquisition planning, organizational development, and medical research and analytics services to help customers adapt and thrive in changing environments.

Pivot Path Solutions is seeking qualified Real Estate Analysts to support the Air Force Civil Engineer Center's Financial Improvement and Audit Readiness initiative at multiple Air Force installations.

The Real Estate Analyst will review, validate, and correct Department of the Air Force real estate records, including land parcels, in-grants, out-grants, leases, permits, easements, licenses, expired instruments, property boundaries, and associated NexGen IT and facility-folder documentation. The analyst will coordinate with installation real property, real estate, and master-planning personnel to obtain missing documentation, reconcile conflicting information, document deficiencies, and support Government-approved corrective actions.

This is an on-site position requiring regular coordination with installation personnel and access to physical and electronic real estate records. The ideal candidate has hands-on experience with Air Force real estate accountability, NexGen IT, real estate instruments, property records, and CFOA/FIAR audit-readiness requirements.

Key Responsibilities

  • Review and validate land parcels, in-grants, out-grants, leases, permits, easements, licenses, and other real estate instruments.
  • Analyze real estate information maintained in NexGen IT, physical facility folders, electronic records, maps, surveys, plans, and other supporting documentation.
  • Identify expired, missing, incomplete, inaccurate, conflicting, or otherwise noncompliant real estate instruments and records.
  • Reconcile NexGen IT data with legal instruments, facility folders, property-boundary information, GeoBase records, surveys, maps, and observed site conditions.
  • Coordinate with the installation Real Property Accountability Officer, Real Estate and Master Planning Branch personnel, and other Government stakeholders.
  • Obtain and review surveys, plans, legal descriptions, maps, permits, licenses, easements, leases, and other source documentation.
  • Identify valid real estate assets, instruments, or land records that may not be accurately represented in NexGen IT.
  • Research and resolve discrepancies involving instrument numbers, dates, expiration periods, property descriptions, acreage, site boundaries, use rights, and record status.
  • Prepare findings, deficiency lists, validation documentation, recommended corrective actions, and supporting evidence.
  • Support the preparation and processing of AFCEC Form 100 Instrument Number Requests and other required real estate documentation.
  • Develop or update key supporting documents needed to establish complete and audit-ready real estate records.
  • Prepare real estate content for installation Validation Reports, including findings, unresolved issues, compliance risks, and recommended corrective actions.
  • Coordinate Government review of proposed corrections and address comments or requests for additional documentation.
  • Execute Government-approved updates within NexGen IT and associated physical or electronic folders.
  • Maintain an auditable record of source documentation, findings, Government approvals, and completed corrective actions.
  • Identify recurring data-quality issues, internal-control weaknesses, risks to CFOA compliance, and opportunities to improve real estate record-management processes.
  • Participate in installation kickoff meetings, stakeholder interviews, monthly progress meetings, technical reviews, and project closeout activities.
  • Protect controlled information and comply with installation access, identification, cybersecurity, records-management, and security requirements.

Required Qualifications

  • At least one year of verifiable experience with Department of the Air Force or Department of Defense real property and real estate business processes and supporting information systems, particularly NexGen IT and CFOA requirements.
  • At least one year of verifiable Federal Real Property Accountability experience, including Air Force real property jacket documentation development, editing, analysis, and lifecycle management.
  • At least six months of verifiable NexGen IT experience.
  • Current NexGen IT access.
  • Experience reviewing federal real estate records, land documents, grants, leases, easements, permits, licenses, or related instruments.
  • Experience researching and reconciling real estate information from multiple source documents and information systems.
  • Ability to read and interpret surveys, maps, plans, legal descriptions, property-boundary documents, and real estate instruments.
  • Ability to identify documentation deficiencies and prepare clear findings and corrective-action recommendations.
  • Ability to work independently without Government-provided NexGen IT training.
  • Ability to work full-time on-site at the assigned Air Force installation.
  • Strong research, analytical, records-management, organizational, and problem-solving skills.
  • Strong written and verbal communication skills and the ability to coordinate effectively with Government stakeholders.
  • Proficiency with Microsoft Excel, Word, electronic document repositories, and real estate or property-management systems.
  • U.S. citizenship and the ability to obtain and maintain at least a Secret security clearance.
  • Ability to satisfy applicable Government background investigation, facility-access, system-access, identification, training, and security requirements.

Preferred Qualifications

  • Three or more years of experience supporting Department of the Air Force or federal real estate accountability, land management, grants, leases, easements, permits, or related real estate instruments.
  • Experience supporting AFCEC, installation civil engineering, or an Air Force Real Property Accountability Office.
  • Hands-on experience with NexGen IT real estate records, including land parcels, in-grants, out-grants, and real estate instruments.
  • Experience developing, reviewing, or processing AFCEC Form 100 Instrument Number Requests.
  • Familiarity with the Air Force Real Estate and Real Property Accountability Handbook and applicable Air Force instructions.
  • Knowledge of CFOA, FIAR, OMB Circular A-123, DoD real property requirements, and financial statement audit support.
  • Experience preparing key supporting documentation, facility jackets, validation reports, and corrective-action plans.
  • Experience using GeoBase, GIS products, surveys, maps, site plans, and property-boundary information.
  • Current Common Access Card and active NexGen IT access are strongly preferred.

Location-Specific Requirements

This position supports [Installation Name, State] and requires regular on-site presence during installation duty hours, typically Monday through Friday between 7:30 a.m. and 5:00 p.m. local time. The selected candidate must be able to coordinate directly with the installation's Real Property Accountability Office, Real Estate and Master Planning Branch, and other Government stakeholders.

Local movement among assigned facilities, real property offices, land parcels, and field locations may be required.

For the Joint Base Elmendorf-Richardson and Eareckson assignment: The primary duty station is the AFCEC office at Joint Base Elmendorf-Richardson in Anchorage, Alaska. The selected candidate must be available for Government-directed travel to Eareckson Air Station at Shemya, King Salmon, Wake Island, Barter Island LRRS, Cape Lisburne LRRS, Cape Romanzof LRRS, Indiana Mountain LRRS, Tatalina LRRS, Sparrevohn LRRS, and Honolulu, as required.
