Job description

Fiscal Analyst

The Division of Family & Community Services is seeking to hire a Fiscal Analyst for the Office of Housing Stability. In a collaborative environment, this position's primary responsibility is the fiscal management and tracking of grants including budget revisions, payments, reports, etc.; performing onsite budgetary audits and reviews of funded providers; and serving as liaison to the Department's fiscal services staff and Central Budget Office.

Essential Functions

  • Developing, managing, and implementing financial policies, procedures, and objectives/goals, to promote compliance with state and federal mandates as delineated in the Illinois Department of Human Services (IDHS)/Division of Family and Community Services (DFCS) Grantmaking Manual, Grant Accountability and Transparency Act (GATA), and Federal Funding Accountability and Transparency Act.
  • Maintains fiscal record keeping systems for OHS and functions as primary liaison with the Bureaus and Program Units within the Office.
  • Provides training and technical assistance to provider agencies and OHS staff related to program and financial policy including procurement, use of forms, payment processing, grantmaking, contract amendment, budget review and revisions, and grant closeout procedures.
  • Reviews Department policy and procedures as established by both Federal and State statutes and regulations to determine violations, non-compliance, and detection of significant irregularities in contract and vouchering procedures.
  • Performs other duties as assigned or required which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college, preferably with coursework in business or public administration.
  • Requires one (1) year of responsible administrative experience in a public or business organization, or completion of an agency approved professional management training program.
  • Specialized Skills Of the one(1) year of required experience, requires one (1) year of professional experience developing, managing, and implementing financial policies for a state or federal grant program. In addition, requires experience working with procurement, performing financial data analysis, performance measurements, fiscal oversight, budget management, systems coordination, and risk assessments while ensuring program and fiscal compliance, and communicating with both interagency and external stakeholders.

Preferred Qualifications

  • Two (2) years of professional experience in supportive housing and service program operations, interpreting and applying federal and state regulations such as HUD, Emergency Solutions Grant (ESG), Continuum of Care (CoC), Grant Accountability and Transparency Act (GATA), and Community Services Agreement (CSA).
  • Two (2) years of professional experience with state and federal grantmaking frameworks including GATA, 2 CFR 200, monitoring protocols, Uniform Guidance, fiscal controls, documentation requirements and preparation of audit or compliance responses.
  • Two (2) years of professional experience in designing and implementing monitoring processes, such as risk-based monitoring, corrective action plans, performance improvement plans, and tracking adherence to grant deliverables, reporting standards.
  • Two (2) years of professional experience analyzing qualitative and quantitative data to assess performance, identify trends, make recommendations, and produce dashboards and reporting tools for internal and external stakeholders.
  • Two (2) years of professional experience developing and managing grant budgets, budget revisions, expenditure documentation, fiscal reconciliation processes and producing program manuals, monitoring tools, performance summaries and internal and external stakeholder presentations.

Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.

Work Hours: Monday-Friday, 8:30am-5pm, 1-hour unpaid lunch.
