Job description

HR Liaison Duties

The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.

  • The incumbent serves as a HR liaison to facilitate human resource actions. The line authority and scope of the position is administrative HR liaison only and does not retain Title 5 authority as that resides with HCO. He/she analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of the management processes and systems, human resources, and strategic planning initiatives within the program office. Conducts analyses and prepares reports on workforce trends i.e. hiring, classification, compensation, employee and labor relations, retirement, and awards.
  • Develops and maintains a high level of sensitivity and awareness of management problems involving workflow, performance management issues, organizational structure, and functions. Conducts appropriate analysis and research into problems and solutions and advises management on actions to be taken to improve operations. Advises senior managers in establishing and maintaining strong organizational structures, improving management methods and procedures, assuring the effective and efficient use of staff.
  • Consults with management and provides advice/guidance on external and/or internal hiring activities for assigned BOD within the IRS. These activities may include merit promotion; reassignment; change to lower grade; transfer; competitive examining; direct hire; special authorities such as student, veterans, and disability programs, or other appropriate alternatives. The advice/guidance may also include recruitment sources and strategies, available hiring options, alternatives that impact the types of appointments utilized, contractual/regulatory requirements, and other related merit promotion issues. Coordinates activities with parties outside the immediate office that cross branch boundaries, such as security clearances, physical examinations, release dates, incentives, etc.
  • Compiles data and prepares administrative and/or program reports. Reports may encompass workforce, programmatic, mission-oriented, and/or organizational issues. Uses quantitative analytical methods to evaluate programmatic data and to identify and analyze program or policy issues. Identifies data requirements needed for effective program evaluations; monitors program trends through analyses of statistical data; designs statistically valid survey questionnaires and data analysis techniques.
  • Research and analyze cases and/or responses for resolution of formal and informal inquiries related to assigned actions. Establishes and maintains a cooperative working relationship with managers; meets with managers to discuss the workload and workforce planning strategies.
  • Serves as liaison between HCO and their respective business unit on human capital and personnel issues to ensure appropriate controls and processes are in place.
