Contract Data Analyst (Policy & Planning) — Hybrid (3 days onsite / 2 remote) 12-month contract Hybrid (3 days onsite, 2 days remote) Job Summary We are seeking a Data Analyst to support the Policy & Planning department.
This role researches and analyzes housing, economic, and demographic conditions and trends, as well as state, local, and federal initiatives and policies impacting the organization's programs and activities.
The analyst will evaluate internal data in relation to housing needs and help translate insights into clear, decision-ready outputs.
A key focus of this position is to finalize the creation of the Policy & Planning "legacy database” and support its integration within the organization's broader data programs.
Key Responsibilities Research and analyze housing market, economic, and demographic trends affecting communities and program strategy.
Monitor and assess state, local, and federal policy initiatives that influence housing and community development programs.
Evaluate internal data in relation to housing needs, program performance, and outcomes.
Finalize development of the Policy & Planning legacy database, including data validation, structure refinement, documentation, and usability improvements.
Support integration of the legacy database with other enterprise data programs (data alignment, consistent definitions, and reporting readiness).
Develop and deliver clear written and visual materials (briefs, charts, dashboards, presentations) tailored to managerial decision-makers.
Build dashboards and recurring reporting in Power BI or Tableau to communicate findings succinctly.
Create and maintain databases and analytical tools using MS Access and Excel, and develop presentations using PowerPoint.
Required Skills and Knowledge Thorough understanding of housing and community development issues, and the public policies/programs that address them.
Extensive experience conducting research and policy analysis related to housing/community development and associated economic/demographic trends.
Strong knowledge of housing, demographic, and economic data sources, and the ability to interpret relevance and implications for policy and program decisions.
Strong writing and visual/graphic presentation skills; ability to convey complex information clearly and succinctly.
Experience building dashboards and reports in Power BI or Tableau.
Experience developing and using MS Access and Excel databases; proficiency creating PowerPoint presentations.
Preferred Qualifications Understanding of GIS database development and use in analyzing housing/community development trends.
Experience using GIS to conduct demographic and housing research and translating findings for managerial decision-makers.
