The Technical Manager – Program Support serves as the program’s primary technical authority, responsible for technical governance, testing oversight, commissioning support, and standardization of technical practices across large-scale, mission-critical infrastructure programs. This role ensures engineered systems are tested, documented, and delivered in accordance with company standards, customer requirements, and program governance frameworks.
This position combines traditional technical management responsibilities with full lifecycle technical documentation and testing oversight, including cable schedule development, RFI management, testing plan development, revision control, turnover readiness verification, and maintenance of program-level tracking tools. The Technical Manager provides technical leadership and guidance to Field Engineers across multiple sites and regions, ensuring consistent execution and high-quality outcomes.
Job Duties and Responsibilities:
Team Leadership & Collaboration
- Lead, mentor, and support Field Engineers, Technicians, and technical staff across multiple sites.
- Promote consistent technical execution, adherence to quality standards, and adherence to best practices.
- Provide technical direction through influence and collaboration with project and program leadership.
- Support a culture of safety, accountability, and continuous improvement.
- Perform additional duties as assigned by Program Management.
File Engineer & Technical Task Responsibilities
- Develop, manage, and maintain accurate program-standard cable schedules.
- Create, submit, track, and resolve RFIs in accordance with project and customer requirements.
- Develop and maintain program-wide testing plans, standards, and revision control processes.
- Oversee testing lifecycle activities, including planning, execution support, auditing, and documentation.
- Maintain testing templates, inspection forms, and technical documentation libraries.
- Review engineered drawings, as-builts, submittals, and technical documentation for accuracy and completeness.
- Provide technical troubleshooting and commissioning support to field teams.
- Manage technical document control and ensure consistent updates across all projects.
Technical Governance & Program Strategy
- Partner with Technical Director and Sr. Field Engineer- Program Management to define and maintain technical standards and execution strategies.
- Ensure alignment with company technical standards, customer requirements, and program governance.
- Support turnover readiness verification and documentation completeness.
- Identify opportunities for process improvement, standardization, and tool optimization.
Documentation, Reporting & Tracking
- Maintain program-level technical status reports and dashboards.
- Provide regular updates on testing progress, commissioning status, and documentation readiness.
- Track critical technical milestones and support risk identification and mitigation.
- Ensure proper management and calibration of test equipment and records.
Training & Development
- Develop and maintain a field training plan using IES and manufacturer-based courses.
- Recommend and track certifications required for Field Engineers and technical personnel.
- Stakeholder Communication
- Coordinate communication with clients, General Contractors, and cross-functional teams to gather requirements, communicate progress, and manage expectations.
- Performance & Process Oversight
- Conduct regular performance reviews of technical personnel.
- Continuously evaluate and enhance processes, methodologies, and tools to improve technical quality and consistency.

- Must have proven high-level skills to interpret blueprints and other project documents, including but not limited to scope, specifications, reporting, and quality metrics.
- Must be able to travel within branch territory and/or regional territory as needed.
- Must have the ability to learn Company and customer project management systems.
- Must be able to successfully secure and maintain a Company-sponsored American Express credit card.
Education, Certification, License, and Skill Requirements:
- Must possess at least a high school diploma or equivalent; bachelor’s degree preferred.
- Must have experience in customer interactions and General Contractor interactions.
- Must have a minimum of five (5) years of supervisory or managerial experience.
- Must have a minimum of five (5) years of experience in the telecommunications industry.
- Must be proficient with Microsoft Office (Word, Excel, and MS Project).
- Must meet Company minimum driving standards.
- Must be able to manage multiple tasks/projects simultaneously.
- Must have demonstrated and verifiable ability to create and manage a project schedule, scope of work, and detailed associated tasks, from project initiation through final completion and customer turnover.
