Grant Writer/Compliance Manager

FHCCGLA's Grants and Compliance Manager oversees the full lifecycle of grantsfrom proposal submission to closeoutensuring adherence to federal, state, and donor regulations to ensure successful outcomes of funding goals. Key duties include:

DUTIES/RESPONSIBILITIES:

  • Highly organized, motivated, self?directed Grant Writer/Compliance Manager.
  • Able to work independently, oversee the full grants lifecycle, including prospect research, proposal development, award processing, stewardship, implementation tracking and reporting.
  • Partner with executive leadership and the Board of Directors to identify, develop, and secure funding opportunities, aligning annual grant submissions and award targets with FHCCGLA's strategic goals.
  • Drive revenue sustainability by renewing grant-based funding for existing grants and overseeing compliance for all multi-year funding commitments.
  • Proactively identify and analyze high-potential funding prospectsincluding private/corporate foundations and public agenciesaligning emerging opportunities with FHCCGLA's strategic goals.
  • Develop, maintain and optimize a robust centralized grant tracking system that captures deadlines, submission dates, narrative requirements, award amounts, reporting commitments, staff contacts, and budget detailsto ensure 100% compliance.
  • Identify new opportunities to support agency growth, capital needs, advocacy initiatives, strategic goals and long-term sustainability.
  • Lead star-to-end high-quality compelling grant writing proposals and reporting process (e.g., concepts, budgets, LOIs, LOSs, progress/final reports, etc.) with minimal supervision.
  • Collaborate with leadership & other pertinent staff (assigned to each grant budget/project) to define program objectives and financial requirements, ensuring grant proposals directly advance & align with FHCCGLA's organizational strategic plan.
  • Craft compelling narratives that clearly communicate FHCCGLA's organizational priorities such as:
    • Patient needs/demand
    • Program needs
    • Impact
    • Desired outcomes
    • Healthcare initiatives
  • Develop public relations materials, donor packets or media kits, to strengthen funder engagement and organizational visibility.
  • Maintains a comprehensive, audit-ready grant management systemutilizing dashboards, tracking systems, and progress narrativesto ensure full programmatic and financial compliance for all awarded grants.
  • Serve as the primary liaison between compliance and program teams, developing grant summaries and conducting kickoff meetings to educate staff on restricted objectives, allowable expenditures, and budget spending.
  • Work in partnership with FHCCGLA's C.F.O. to:
    • Ensure grant budget aligns with grant submission narrative; and
    • Support the reconciliation of grant revenue for internal/ external audit-ready grant files.
  • Conducts quarterly grant team meetings to ensure that:
    • Grant-funded programs transition smoothly by adhering to the set timeline.
    • Implementation starts on time and remains on track.
    • Key stakeholders are aware of assigned tasks and meeting objectives.
    • All funder requirements, timelines, and objectives are met.
    • All challenges are documented, tracked and action steps taken immediately to reach stated objectives.
    • Reports are generated to provide updates to the:
      • Executive Team
      • Board of Directors
      • Funders
    • Produce accurate and timely grant reports (progress and final) for institutional partners, ensuring full compliance and proactive stewardship of grant awards.
    • Establish comprehensive donor stewardship plans to ensure compliance and cultivate long-term engagement opportunities. Stewardship includes:
      • Managing all funder communicationsincluding agency updates (e.g., leadership changes, agency growth, etc.), emails, calls, site visits; and
      • FHCCGLA event invitations
    • Execute timely and compliant stewardship of all donations, including prompt acknowledgment letters to funders (print & email), gift tracking in the database, and fulfillment of donor recognition requirements (e.g., FHCCGLA's Website, press releases, for special events and projects, etc.).
    • Build relationships to build and foster strategic partnerships with donors, foundation partners, and government representatives to advance awareness of FHCCGLA's Mission & services.
    • Serves as an ambassador for at mandatory FHCCGLA events (e.g., Fundraisers, Gala, etc.) and community events, conferences & health fairs to build awareness of FHCCGLA's mission and essential healthcare services within Greater Los Angeles.
    • Maintain audit-ready grant records by optimizing a database management system for enhanced tracking, reporting, and efficient retrieval of project documentation.
    • Responsible for following all agency safety and health standards, regulations, procedures, policies, and practices.
    • Assists in developing, updates & reviews of FHCCGLA Policies & Procedures (P&P's) as needed (with input from all other key personnel).
    • Ensures HIPAA compliance by maintaining strict confidentiality of all patient data and E.H.R./Practice Management System (PMS) according to regulations and FHCCGLA's P&P's.
    • Attends/participates in the following meetings/trainings:
      • Mandatory Quarterly Staff Trainings- Quarterly (Jan., Apr., Jul. & Oct.)
      • Executive Committee Meetings- with FHCCGLA's Executive Leadership, monthly
      • Other pertinent ADHOC meetings- As pertinent
    • Remains informed of:
      • Current legal and regulatory changes related to scope of practice.
      • Specific programs/payors, insurances accepted, and services being offered at FHCCGLA.
      • All applicable Policies & Procedures.
    • Undertakes continuous self-improvement, attending applicable trainings, seminars, in-services, and educational classes to maintain skills competency and current knowledge updated.
    • All other duties as assigned.

    Qualifications

    MINIMUM QUALIFICATIONS:

    • Bachelor's degree in business administration, finance, nonprofit management or related field, preferred.
    • Experience in grant writing (private & federal funding), compliance & management, 3-5 years minimum required.
    • American Grant Writer's Association (AGWA) Certification, preferred.
    • Federally Qualified Health Center (FQHC) experience, highly preferred.
    • Experience with HRSA or other federal grants, preferred.
    • Exceptional attention to detail & accuracy, including proofreading skills to produce high?quality work.
    • Strong analytical skills.
    • Superior written and verbal communication skills.
    • Must be able to write/create strong compelling proposals including concepts, Letters of Interest (LOI)/Letters of Support (LOS), & Progress/Final Reports.
    • Ability to work with FHCCGLA's Chief Financial Officer to develop grant budgets that align with the specific grant proposal being submitted.
    • Must be highly proficient in Microsoft Office, including Excel and PowerPoint and/or other grant management software.
    • Ability to efficiently prioritize workload, work under pressure of deadlines (some short cut-off dates) and multi?task in a fast?paced environment.
    • High energy level and ability to work effectively with a leadership team and agency staff.
    • Demonstrates self?motivation and have a strong work ethic to meet required deadlines.
    • Strong interpersonal and problem-solving skills, to include persuasiveness, assertiveness, initiative and sensitivity when dealing with agency staff or a team of internal/external stakeholders.
    • Must be willing to attend occasional mandatory required events outside of regular work hours (evening or weekend).
    • Following 3 months of onboarding and introductory period, secure Year One Grant Award requirement of $500,000K, not to include existing Federal grant funding.
    • Willingness to adapt to changes in agency schedules, agency growth and expansion.
    • Ability to function self-sufficiently, requiring little supervision
