Job description

Essential Duties and Responsibilities: - Serve as the point of contact and client interface for project technology related issues. - Manage project expectations, evaluate project needs, and communicate with stakeholders to ensure that program needs are met with respect to urgency and priority. - Develop trust, credibility, and strong client relationships; seeks opportunities to add value to internal and external client initiatives. - Review all project deliverables to ensure quality and accuracy meet project, stakeholder, and contractual standards. - Execute all project management functions including; work breakdown and cost estimation, scheduling, monitoring and tracking of technical progress against the defined timetables and budgets, and staff assignment and development. - Lead and direct the successful delivery of application development, systems integration, infrastructure, and product installation/customization services while ensuring that assigned projects adhere to the approved life cycle work patterns, standards, and procedures for solution delivery. - Define and implement development plans for assigned projects. - Typically responsible for providing guidance, coaching, and training to other employees within job area. - Ensure staff is knowledgeable on the applications and technologies in use on the project and that project team understands and follows processes and procedures. - Provide detailed direction during various stages of the lifecycle to include requirements analysis, testing, and potentially programming support. - Identify and assess new functional capabilities supporting engineering change proposals and additional follow on work. - Identify, track, manage, and communicate risks and issues with stakeholders and upper management. - Coordinate, prepare, and manage technical presentations and functional demonstrations to internal and external stakeholders. Job-Specific Essential Duties and Responsibilities: - Serve as the primary point of contact between program leadership and external (government) client representatives to ensure clear communication and alignment across the project lifecycle (initiate, plan, execute, monitor/control, close). - Strong communication skills, including executive briefings and clear written status reporting. - Coordinate daily with Chief Engineer and Lead Product Owner to manage the full project lifecycle with a focus on maintaining the requirements register, cross-team dependencies, risk assessments, and reference architectures. - Build and manage client relationships; align expectations with sponsors and stakeholders in accordance with the contract or program scope; and proactively surface risks, decisions, and tradeoffs to maintain alignment to contract scope, priorities, and outcomes. - Plan and lead program kickoffs and provide weekly updates and monthly/quarterly program management reviews - Ensure Chief Engineer and Lead Product Owner are synchronized to drive recurring delivery ceremonies (e.g., dev/test standups, sprint reviews, integrated planning sessions, stakeholder briefings) in order to meet requirements and technical program milestones. - Facilitate cross-functional coordination among business operations, engineering, security, and senior leadership to ensure requirements, priorities, and approvals are understood, documented, and executed. - Lead and develop program resources (direct reports and/or matrixed team members) through clear goal setting, prioritization, coaching, performance feedback, and escalation management; drive accountability by influence across engineering, product, operations, and vendors to deliver integrated program outcomes. - Provide routine status reporting and executive-level briefings; identify and escalate schedule, scope, cost, quality, and resource impacts; and support change control by ensuring change requests are documented at the appropriate levels and driving approvals with appropriate stakeholders. - Work with Chief Engineer to stay apprised of release and delivery schedules in order to ensure Transition Schedules and/or Contract Deliverables are met. - Manage action items and the RAID log (risks, assumptions, issues, dependencies), including identifying and analyzing risks, developing realistic mitigation plans, communicating impacts and recommendations to leadership and stakeholders, and incorporating updates into the integrated project plan. - Partner with finance and business operations to manage budget execution, staffing plans, and resource forecasts, including tracking burn and variance against plan. - Partner with Contracts to manage and review project/contract deliverables and to proactively inform customer of any variances that may arise (due to schedule, scope creep, etc.). - Coordinate with Chief Engineer and Lead Product Owner to ensure quality and traceability to requirements and coordinate internal and client/government reviews to support timely acceptance. - Develop and maintain integrated project plans (e.g., WBS and schedule), including estimates, milestones, dependencies, and resource assignments; monitor technical progress against baselines with Chief Engineer and Lead Product Owner; and implement corrective actions to keep delivery on track. - Use standardized tools to manage and track initiative status, and provide clear visibility and transparency into progress for internal and external stakeholders - Oversee delivery across application development, systems integration, infrastructure standup, and product installation/customization to ensure adherence to approved lifecycle standards, security requirements, and operational readiness expectations. Minimum Requirements - Bachelor's degree in relevant field of study and 7+ years of relevant professional experience required, or equivalent combination of education and experience. Job-Specific Minimum Requirements: - Bachelor's Degree from an accredited college or university within preferred field of study in Computer Science or Business Management. Equivalent work experience will be considered in lieu of degree. - 7 years' experience working as a project manager or program manager, delivering IT related complex projects in a medium to large size organization. - Per customer requirements, this position requires United States Citizenship. - Project Management Professional Certification (PMP) is required. - 3-5+ years managing indirect or direct resources. - Strong understanding of the software development lifecycle (SDLC) in Agile environments. - Agile/SAFe experience and/or certifications (e.g., CSM, PMI-ACP, SAFe). - Ability to oversee the project budget throughout the lifecycle. - Experience in developing and implementing technology solutions (applications, platforms, and integrated systems) that support complex business processes focused on customer/client identification, service delivery, and ongoing relationship management. - Experience successfully developing and deploying IT solutions using various Agile development methodologies (e.g., Scrum, Kanban, etc.). - Skilled in Microsoft Office Software including Word, Excel and PowerPoint. - Experience with project management tools and software, such as Smartsheet, MS Project or JIRA. Preferred Skills and Qualifications: - Experience working within federal contract governance and ensuring continual compliance with contract requirements, including formal and informal deliverables. - Experience managing subcontractors and third-party vendors, including SOW/tasking, performance tracking, and coordinating deliverables. - Familiarity with federal security and compliance practices (e.g., NIST 800-171, CMMC) and coordinating delivery schedules/dependencies for security authorization activities (e.g., RMF/ATO), as applicable. - Experience with delivery metrics and financial controls e.g., burn/forecast, LOE tracking; EVMS exposure a plus on applicable contracts). - Experience delivering cloud-based solutions (e.g., AWS, Azure), including planning environments, releases, and operational handoff. #techjobs #LI-PN1 EEO Statement Maximus is an equal opportunity employer.
