Summary: The Bilingual Counselor supports the implementation of the district's plan to increase the English proficiency, the academic achievement and the graduation rate of limited English Learners.

This counselor meets with individual students and provides case-by-case support throughout school processes such as registration and scheduling and social-emotional issues that come with disruption in family life and patterns.

This position also provides high-quality professional development to school-based counselors with the goal of building each school's capacity to deliver high-quality language instruction educational programs.

Essential Duties: (These duties represent a sample and may vary by position.)

  • Advocates for LEP students by following American School Counselor Association (ASCA) model guidelines.
  • Meets with individual families and students on a case-by-case basis to provide counseling services.
  • Provides professional development and "on-call" support to counselors throughout the school year regarding recommended course scheduling for LEP students.
  • Trains school counselors to evaluate International Transcripts.
  • Alerts counselors to opportunities for LEP students such as summer enrichment or college and career readiness programs.
  • Monitors LEP transcripts through the "Graduate On-Time Project" in collaboration with school counselors.
  • Develops and delivers workshops for LEP parents.
  • Serves as a liaison between the ESL Student Education Department, Student Support Services and all schools.
  • Performs related duties as assigned.

Education and Experience:

Minimum

  • Master's degree in guidance and counseling
  • 3 years counseling experience with the ESL population

Desired

  • Advanced degree in Counseling

Licensing / Certification Requirements: NC licensure in Counseling

Knowledge / Skills / Abilities:

  • Knowledge of NC English Language Development Essential Standards.
  • Knowledge of federal, state and local laws, rules, policies and procedures related to the education of limited English proficient students.
  • Knowledge of and ability to use research based interventions with LEP students.
  • Ability to provide professional development to all levels of school personnel to increase effectiveness and understanding of subject matter knowledge.
  • Ability to establish and maintain cooperative working relationships with those contacted in the course of work.
  • Strong oral and written communication skills.
  • Skill in developing, coordinating and implementing training programs to support and enhance instruction.
  • Ability to work independently and as a member of a team.
  • Ability to multitask and work in a fast paced environment.

Physical Requirements: The work is primarily sedentary. It requires the ability to communicate effectively using speech, vision and hearing. The work requires the use of hands for simple grasping and fine manipulations. The work at times requires bending, squatting, reaching, with the ability to lift, carry, push or pull light weights. The work requires activities frequently involving driving automotive equipment.
