Job description

Human Resources Coordinator

The City of Eugene's Employee Resource Center (ERC) is hiring one regular Human Resources Coordinator and one Acting in Capacity or Limited Duration Human Resources Coordinator. The regular position is an ongoing budgeted role, and the other position is anticipated to last approximately twelve months as either a fully benefited Limited Duration role for external candidates or as an Acting in Capacity role for current City of Eugene employees.

The next Human Resources Coordinator will work collaboratively with a variety of departments and divisions across the City of Eugene to strengthen best practices in recruitment, develop and maintain internal/external partnerships, and enhance customer experiences, while following compliance with a fair hiring and selection process.

Classification: Program Coordinator - Non Rep

Salary Range: $31.31 - $39.03 Hourly

The City of Eugene determines starting pay within the range based on relevant education and experience as provided by the applicant in their application materials. This process is consistent with the Oregon Equal Pay Act (OEPA).

Department/Division: Central Services / Employee Resource Center

Union Representation: Non-Represented, Non-exempt

Work Location: City Hall; 500 West 4th Avenue, Eugene, OR 97401

Work Schedule: Monday - Friday, 8:00 AM - 5:00 PM with flexibility per business need

About the Regular Position:

  • The regular position is an ongoing budgeted role.

About the Limited Duration Position:

  • This Limited Duration position could last up to 12 months per business need.
  • If you are a current limited duration City of Eugene employee, you will not have rights back to your previous position.
  • Limited Duration employees are at-will and do not have a probationary period.

About the Acting in Capacity (AIC) Assignment (applies to current City of Eugene employees excluding limited duration employees):

  • This AIC position could last up to 12 months per business need. At the end of the assignment, you will return to your regular position.
  • You must meet the minimum qualifications for the AIC position.
  • You must receive permission from your supervisor to apply.
  • If you are on probation, it may impact supervisory approval to apply for this opportunity.
  • If you are currently a member of a union, you will continue to be represented during this AIC position.

Examples of Duties Performed - Duties may include but are not limited to the following

  • Proactively support a wide variety of recruitment and selection activities by partnering with hiring managers and teams throughout the organization.
  • Deliver courteous customer service and effectively work with the public, supervisors, and City employees representing various diverse backgrounds.
  • Serve as a resource for supervisors and management throughout the organization seeking advice and guidance regarding general legal, contractual, policy and past practice aspects of recruitment and selection and other human resources issues.
  • Apply expertise and consultation skills to structure and deliver effective hiring processes and identify creative recruitment strategies and outreach opportunities.
  • Execute various paraprofessional duties that support the Employee Resource Center.
  • Assist with research and reporting and develop and maintain databases and spreadsheets related to recruitment trends and employee information.
  • Accurately verify, track, and update information for reporting, analysis, and classifications.
  • Develop and maintain complex recordkeeping and tracking systems for recruitments, backgrounds, and other data as assigned.
  • Assist with data analysis, processing, and administration.
  • Review employee change requests for compliance with applicable policies and labor contracts.
  • Support bargaining and/or grievance responses through data collection and reporting.
  • Prepare and distribute various reports periodically and as requested.
  • Effectively deliver engaging presentations and training.
  • Consistently maintain confidentiality of employee and candidate information and records.
  • Perform related and other duties as assigned.

Minimum Qualifications:

Experience:

  • Four years of progressively responsible clerical or administrative support experience, providing excellent customer service. The four years of experience must include two years of Human Resources experience or complementary experience in a field or program area focused on interpreting rules, regulations, policies and procedures as they apply to specific situations, and/or maintaining complex records and related databases.
  • Experience working in an environment with access to confidential/ sensitive information preferred.

Education:

  • High school diploma or G.E.D. equivalent.
  • Associate or college coursework directly related to human resources, business administration, psychology, public administration, or a related field is preferred.
