Job description

Treasury Administrator

AC Transit is actively recruiting for the position of Treasury Administrator. Under general direction of the Treasury Manager, using critical skills for this series, plans, organizes and directs the activities and projects of the General Accounting Section in the Treasury Department, including such functions as cash management, cash and revenue projections, investments, cash flow analysis, bank and broker relations; may represent Treasury on various internal and external committees and projects; coordinates assigned functional areas and project activities with the strategic needs of other sections, departments and the District; provides highly responsible technical management support to the Treasury Manager. Serves as the department head in the absence of the Treasury Manager. Provides direct supervision over assigned professional, and administrative support staff; and performs related duties as assigned. Representative Functions

  • Effectively plans, organizes and directs the activities and projects of assigned general accounting functions in the cash management area, such as, banking services, cash and revenue projections, investments, cash flow analysis, etc.
  • Performs daily needs assessments, conducts cash flow analyses and cash and revenue projections, oversees and performs control audits of cash, revenue, expenses, petty cash funds, change funds, and fare media inventory at a variety of locations during different shifts and times;
  • Executes investment documents and may prepare, initiate, and co-authorize wire transfer authorizations;
  • Transfers funds to ensure their optimum utilization;
  • Supervises and performs a variety of general accounting tasks including analyzes, recommends, and prepares adjustments to the general ledger; monitors revenue performance, ensures timely collection, and, oversees GL account reconciliations, receivables and cash activities;
  • Supervises assigned staff, including assisting in the selection of employees, providing for their training/professional development, and being responsible for staff morale, productivity, discipline, complaint and grievance handling;
  • Recommends and implements section, departmental and District goals and objectives and provides input for the development and implementation of policies and procedures;
  • Establishes performance standards/methods for assigned Treasury functions;
  • Prepares and/or oversees the preparation of various highly complex Treasury-related reports, correspondence, presentations and related documents;
  • Participates in departmental budget preparation and administration including monitoring and controlling expenditures;
  • Works closely with all other sections, divisions and departments to ensure the delivery of efficient and effective services and builds and maintains positive working relationships with fellow managers, other District employees and the public;
  • Performs and oversees complex Treasury-related statistical, data analysis, and implementation projects;
  • Oversees and performs investment activities within District policy while providing for the District's daily cash requirements;
  • Administers assigned Treasury functions in conformance with District policies and practices, and, applicable state and federal laws and regulations;
  • Travels to District work sites and locations within or outside the District to oversee programs, projects and activities;
  • Uses computers and appropriate software to carry out functions;
  • Develops findings, alternatives and recommendations for higher level management;
  • Responds to inquiries on Treasury-related issues from other departments, agencies, employees or the public;
  • Examines support documents or records to establish proper authorization and processing of agreements, contracts and grants;
  • Monitors, reviews and ensures adherence to department audit and control procedures;
  • Supervises the development and/or use of computerized treasury systems and automated processing of treasury documents;
  • Oversees the analysis of daily fare-box collections reported against actual bank deposits;
  • Manages the preparation, initiation and approval of daily fund transfers;
  • Supervises the pulling of daily bank reports and wire transfer input on computer system;
  • Participates in the management of the District's complex multi-million dollar investment portfolio.

Minimum Qualifications

Education/Training : Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, business administration, Finance/Accounting, or a related field. Experience : Equivalent to four years of increasingly responsible professional experience in one or more of the following disciplines: accounting, finance, budgeting, payroll, or treasury, including at least one year of cash management and/or investment experience and one year of lead or supervisory responsibility.

Additional Information

This position is a union position, represented by AFSCME. Medical - Choice of two Health Maintenance Organizations (HMOs): Kaiser Permanente and Health Net. $10.00 office visit co-pays; $5.00 - $35.00 prescription co-pays. Dental MetLife Preferred Provider Organization (PPO) $50 annual deductible per person/$150 per family; $3,000 per person annual maximum; preventative care covered at 100%; basic and major care covered at 90%; $4,000 lifetime maximum orthodontia covered at 50%. Vision - Vision Service Plan - $10.00 copay; eligible for an exam, lenses, frames or contact lenses every 12 months based on the last date of service. $200 frame allowance or $120 allowance for contact lenses. Employer paid Basic Life Insurance. Employee paid Voluntary Term Life Insurance. Employee Assistance Program (EAP). Medical premium reimbursement for eligible retirees. Flexible Spending Accounts (FSA) for Health Care, Dependent Care, Parking, Transit. AC Transit contributes up to $50.00/month towards an employee's FSA Transit costs. Free AC Transit Bus Pass. Federal Credit Union. Vacation and Sick Leave or Personal Time Off. Ten (10) paid holidays; 2 paid floating holidays; 1 paid birthday holiday. Five (5) bereavement days. Tuition Reimbursement up to $2500 per fiscal year on approved courses. Wellness Program. AC Transit benefits are negotiated and subject to change based on collective bargaining agreements. The Alameda Contra Costa Transit District has established the goal of a 100 percent drug and alcohol-free workplace. Applicants will be required to undergo drug and alcohol testing prior to employment and those in safety sensitive positions will be subject to further drug and alcohol testing through their period of employment, including random drug and alcohol testing. In accordance with federal requirements, all job applicants selected for appointments in a safety sensitive position are subject to pre-employment drug and alcohol testing. A final job applicant will be tested for five prohibited drugs: Cocaine, PCP, Amphetamines, Marijuana and Opiates. During employment, employees holding safety sensitive positions are subject to random, reasonable suspicion, post-accident, return-to-duty, and follow-up drug and alcohol testing.
