Licensing and Regulatory Specialist

The Licensing and Regulatory Specialist supports the Legal & Regulatory compliance team. This role will primarily be responsible for obtaining, maintaining, and renewing the licenses, registrations and assisting with key aspects of the Starr (re)insurance company regulatory and licensing compliance function, both domestically and internationally. This will entail completing and tracking (re)insurance company license applications and registrations, license and registration renewals, corporate amendment filings, insurance company holding act affiliate transactions for prior approval, reinsurance contract execution, insurance company director and officer notifications, liaising with state insurance departments on information requests, inquiries, and other communications to maintain ongoing compliance in the domestic United States (including the District of Columbia, Puerto Rico, Guam, and the USVI) and internationally. The Licensing and Regulatory specialist works cross-functionally within legal, underwriting, and finance teams to ensure that all licensing activities remain in full compliance with applicable insurance laws and regulatory requirements.

Key responsibilities will include the following:

  • Support the management of the lifecycle of (re)insurance license and registration renewals to completion and submission;
  • Prepare, review, and submit licensing filings to state departments of insurance and other regulatory authorities, ensuring accuracy, completeness, and timely submission.
  • Research as well as requirements for (re)insurance license and registration renewals for both domestic and international jurisdictions;
  • Perform regulatory research and analyze insurance company holding act statutes and regulations and produce surveys on various insurance-related topics to respond to business needs and analysis;
  • Liaise with and respond to insurance regulatory authorities and state insurance departments, law firms, business units, and variety of internal stakeholders;
  • Maintain accurate records and tracking of (re)insurance company licenses and registrations licensing and regulatory submissions, assessment fee payments, payments due to state insurance departments, and renewals using individual tracking charts for the domestic insurance companies and for international licenses and registrations;
  • Administer and oversee updates for insurance company officers and directors biographical affidavits, including exhibits;
  • Handle daily volume of requests and inquiries in connection with insurance company filings, assessments, and fee payments, data calls, and variety of regulatory notices and bulletins;
  • Support special projects, including entity restructurings, acquisitions, and new product or state expansions that require additional licensing or approvals.
  • Assist with the implementation of processes, procedures, and AI tools to improve the efficiency, accuracy, and scalability of licensing and regulatory compliance operations.

Preferred Qualifications :

  • Bachelor's degree;
  • Three or more years of experience in related insurance licensing, regulatory compliance, or a related function, preferably within the property and casualty insurance industry or a multinational insurance organization;
  • Regulatory and compliance orientation with strong ethical standards.
  • Strong attention to detail;
  • Ability to work well both individually and in a team environment, manage multiple projects with varying degrees of urgency, and work collaboratively with cross-functional teams
  • Strong and proficient legal research, oral and written presentation skills;
  • Strong analytical, project management, process improvement, organizational, interpersonal, and critical thinking mindset;
  • Conscientious and proactive approach to managing assignments with multiple deadlines and a high level of accuracy;
  • Ability to use sound judgment, tact, and discretion when handling sensitive information and complex matters, and regulatory projects;
  • Deadline driven with the ability to follow established company workflows and guidelines;

For individuals assigned and/or hired to work in New York, Starr is required by law to include a reasonable estimate of the compensation range for this role. The wage range for this role takes into account the wide range of factors that are considered in making compensation decisions including but not limited to skill sets: experience and training: licensure and certifications: and other business and organizational needs. A reasonable estimate of the current range is $70,000- $90,000
